The Ballinger ISD TIA spending plan stipulates that 90% of the TIA allotment generated will be distributed to the designated teacher under the condition that the teacher continues employment in a teaching position in Ballinger ISD into each following school year. If the teacher does not continue employment, the 90% of the allotment they generated will be distributed to TIA eligible instructional staff on the same campus as the designated teacher.
The remaining 10% of the allotment will be collected at the district level to support TIA system implementation. Allowable uses include TIA-related marketing initiatives, as well as recruitment and retention efforts; one-time eligible payments resulting from verified data errors, in accordance with the District Underpayment and Overpayment policy; and staffing and professional development necessary to effectively implement, administer, and sustain the local designation system. All expenditures are subject to individual review, analysis, and approval on a case-by-case basis.
The same compensation plan will be used for designated teachers entering Ballinger ISD with a designation from another district and National Board Certification Teachers (NBCTs) and distributed as described according to their campus assignment.
The TIA compensation stipend is an annual allotment provided by the state and subject to the availability of state funding allocations.
TIA designated teachers will receive TIA compensation annually based on their TIA designation and TIA state funding for their campus of assignment at the time of the Class Roster Winter submission in February.
Compensation will be distributed on the second Monday of August annually, provided all information is received per TEA's published timelines.
Each designation is active for five years. Designated teachers will receive TIA compensation each of those years, up to a total of five (5), for each of the years they continue to fulfill a creditable year of teaching service. Teachers that retire will not continue to receive TIA allotments beyond the school year they retire.

By August 31- Deadline for the 10% retained TIA funds to be spent by Ballinger ISD
By September 1- District receives funding for TIA for the previous year during the settle-up process
TIA compensation stipends will be included in the annual wages reported to the Teacher Retirement System (TRS) and will be used when calculating retirement benefits.
TIA compensation stipends will include typical reductions from the allotment received to cover the cost of TRS, Medicare, workers' compensation, and any other pertinent deductions.

The timing of teacher retirements, resignations and district/campus/position moves impact TIA designation and eligibility in a range of ways. While designations are tied to the teacher and not their employing district or campus, allotment funds are awarded to the district where the teacher was employed as of the Class Winter Roster PEIMS submission in February. For teachers who meet eligibility criteria, the district employing the teacher at Winter Roster submission will receive funds for that school year and must spend the allotment funds by August 31.
Per TEA, districts are not required to forward funds if the teacher resigns or retires before August 31. If a designated teacher moves to a new district or campus between school years, the allotment for the next school year will be recalculated in April based on the new campus’ rural status and level of socioeconomic need (TIA Texas, n.d.).
Internal Transfer
If a designated teacher moves between campuses within Ballinger ISD during the school year and remains in an 087 PEIMS coded role, Ballinger ISD may provide TIA compensation to the designated teacher based on the campus where the designated teacher was assigned during Winter Roster PEIMS submission (February).
Designated teachers who move to a PEIMS Role ID other than 087 (such as Instructional Coach, Assistant Principal, Librarian, Diagnostician, Counselor, etc.) will maintain their designation. However, they will not generate annual allotment funding if they are not in a 087 PEIMS role and therefore, will not earn TIA compensation. Teachers who move to a non-teaching position prior to formally earning a designation relinquish eligibility.
Termination/Resignation/Retirement
If a designated teacher leaves Ballinger ISD prior to Winter Roster PEIMS submission, the District will not receive funding from TEA for the designated teacher and therefore, no TIA compensation will be paid by Ballinger ISD to that teacher.
If a TIA designated teacher is employed by Ballinger ISD at Winter Roster PEIMS submission but leaves for another district prior to TIA allotment calculations completed in the spring, Ballinger ISD will not be responsible for paying TIA compensation to the designated teacher.
If the district receives an allotment for a designated teacher who completes their contractual obligation (187 days), the teacher will be paid the allotment if they give formal notice of their resignation or retirement by May 15th.
Teachers who give formal notice of their resignation or retirement between May 16th and the 45th day prior to the first day of instruction will receive 75% of their allowable allotment.
Teachers who give formal notice of their resignation or retirement after the 45th day prior to the first day of instruction will receive 50% of their allowable allotment.
Designated teachers who break their contract or retire before the end of the school year (but after Winter Roster), unless there is a documented medical disability or retirement, will not receive their allotment payout. These funds will be evenly dispersed among all returning teachers of TIA eligible classes from the data capture year being awarded on the campus where the designation was earned.
Compensation for a NBCT who completes their contractual obligation (187 days), the teacher will be paid 100% of the allotment (minus TRS, taxes ,and payroll deductions).
