What is a disaster?
A disaster occurs when the potential damage, the hazard, hits a vulnerable area. A hazard may come from a natural event such as earthquakes or volcanic eruptions or man-made events. It could also be a result of both a natural event and the interference of human activities. However, the event itself does not qualify as a disaster yet. It only becomes a disaster if it hits a vulnerable population and causes damage to properties and livelihood.
