Security mode control

NOTE: Upon receipt of the SECURITY MODE COMMAND message, the UE shall check whether the security mode command can be accepted or not, such as checking the integrity of the message. If the SECURITY MODE COMMAND message can be accepted, the UE shall send a SECURITY MODE COMPLETE message to the network. Otherwise the UE shall send a SECURITY MODE REJECT message.
