NOTE: UE initiated detach procedure. When the DETACH REQUEST message is received by the network, a DETACH ACCEPT message shall be sent to the UE, if the Detach type IE does not indicate "switch off". Otherwise, the procedure is completed when the network receives the DETACH REQUEST message.
