BELVARIA 

The Municipality of the Greater Metropolitan Area of Belvaria, commonly known as Belvaria, is the capital city and federal district of the Federal Republic of Athyla. The city is located on the mouth of the Valor River and Valor Bay, resting south of Arond and Norenda, west of Altynia, and north of Cheroba. The city is classified as a municipality by administrative division, and is granted state-level administrative status. The city is split between seven districts, these being Meslerak, Arcran, Levinal, Klira, Beveran, Hanevet, Meraticus, and the Nemeret Isle. The city is the largest metropolitan area in not only Athyla, but the world, by both population and urban area. Belvaria is a global center of finance, culture, commerce, technology, entertainment, academics, and media, having served as one of the most important cities within the world since as early as the 5th century BCE. 

With an estimated population of around 38,183,432 as of 2020, the city is one of the most densely populated major city within Athyla. Allegedly founded on November 17, 1048 BCE as a small fishing village on the mouth of the Valor River, Athyla became the capital of various states, serving as a strategic stronghold and center for commerce to the modern era. Much of the historical architecture and buildings lie within the Meslerak District, while the modern commerce, administrative, and financial centers lie within the Beveran District. Belvaria is home to three major ports, these being Port Ranor, Port Brendar, and Port Belvaria, each responsible for processing millions of tons of goods per day. 

In regards to governance and administration, each district acts with significant autonomy, with each district maintaining a local district government headed by an elected district mayor, responsible for handling district related policies and matters. However, all districts remain subservient to the central Metropolitan Government of Belvaria (MGB), headed by the Chief Executive. The MGB acts independently from the federal government, despite Belvaria being the administrative capital of the nation. Belvaria retains similar rights to other municipalities, most notably the Relana and Levanel municipality.
