At all times, the Curator has access to new, yet-to-be instituted Truths at their Curator table.
Here they will be presented with envelopes which explain:
As the game progresses, new Truth envelopes may be presented to the Curator for consideration.
Note: these descriptions are general guides and may not always give the decision-maker the full story.
To create a new Truth, the Curator must have the support of the Governing Overseer.
Provided this requisite is met, the Curator and Overseer can simply approach the Government Moderator and explain which Truth they wish to pursue.
Once they have the go-ahead, the Curator may open the envelope and players from both the Curator and relevant Overseer teams must sign off the declaration found inside.
Also inside this envelope will be a Mechanics Card, for Curator eyes only, which will explain in factual mechanics what this new Truth does.
Once signed, a Truth declaration must be placed on the Truths Tree by the Curator.
Curators may remove existing Truths from the Truth Tree, too. This action also contributes to the limit of Truth changes per term, and must be run by the Government Moderator.
Once removed, old Truths are returned to the Curator’s table for future use or reference.
Again, Curators may often want to take some time to announce to the Colony that they have officially retired the Truth.
The Curator may choose to announce the new / removed edict formally, to the Colony, though this is at their discretion. If they do wish to, they can simply approach the Lead Moderator and ask to make an announcement.
