Publications
Professor Ku has authored and coauthored over 850 technical papers (including more than 190 papers presented in referred journals) in the areas of water and wastewater treatment, air pollution control, energy and environmental management systems.
He obtained a BSc in Metallurgical Science and Engineering from the Yonsei University in 1987 and a MA and a PhD in Materials Science and Engineering from Korea Advanced Institute of Science and Technology in 1992, Korea. After, he worked for Korea Atomic Energy Research Institute (KAERI) as a senior researcher. After joining Hanbat National University in 2002, he has worked as a dean of the international Office between 2018 and 2020, and Director of Planning between 2019 and 2021 in the university. Currently, he is the president of HBNU and Co-representative of the University Development Council in Daejeon Metropolitan City.

Dr. Chen-Yu Lee is the CEO of International Cooperation Center for Taipei Computer Association (TCA) as well as the secretary general for GO SMART and Director for Taipei Smart City Project Management Office (TPMO) established by Taipei City Government. TCA was built in 1974 and is the leading industrial organization in Taiwan. Before serving at TCA, Dr. Lee used to work in Institute for Information Industry (III), which is to strengthen the competitiveness of information industry. Dr. Lee has worked on numerous central government projects, including Smart City Promotion Project, Cloud Computing Industry Project, UX Project, E-learning Project, etc., and had over 20 years of research experience in ICT related industry.
Taipei Smart city office aims to implement an eco-system to combine industry and government resources to develop smart solutions that can satisfy public demands. Since Taipei Smart city office was established in 2016, Dr. Lee has vigorously led the team to assist Taipei City Government with diverse Smart City projects, including Smart Mobility, Smart Education, Smart building, Smart Health,…etc., in both Top-down policy and bottom-up POC (Proof of Concept) projects.
With long-term observation on smart city industry, Dr. Lee also given numerous (100+ ) speeches, panels and consultations to global events and cities, he is considered one of the global experts that able to provide professional analysis and strategic advice service to both smart city and ICT industry development.
