In its conceptualization phase, Art.47 is an approach that aims to financially support solidarity actions carried out by groups, individuals and families in the pursuit of a just and equitable society and in a decolonial perspective.
Art 47* exchanges with groups and individuals involved with different communities, supports urgent needs or ongoing popular education initiatives and reflects on the establishment of a fund focused on the empowerment of popular struggles carried by historically marginalized groups living on Quebec territory, mostly in large urban centers.
We have a vision of a society made up of credible, empowered and autonomous activist organizing forces, where power and resources flow equitably among all people, primarily Indigenous Peoples, Black people, racialized people, LGBTQ2S+ people, people with disabilities, and other marginalized groups, in a spirit of dignity and empowerment.
Art. 47 supports, in its current phase, activism led by people and communities primarily impacted by legal, social, cultural, economic, migration, environmental, gender, capacity, and cognitive injustices. The fund pays attention to communities historically marginalized from decision-making around their own realities.

The main criteria is:
to be a person from the groups described above
to act on a situation or issue that cannot be quickly addressed by another entity
The name Article 47 was inspired by the fact that Indigenous and Black peoples, even at the time of the overthrow of Montreal in 1760, were perceived as being under legitimate tutelage of French and English colonists. A guardianship that was part of the legitimization of slavery. To this day, their overrepresentation in Canadian federal prisons, and in youth services program testifies to the historical continuity of the surveillance dynamic towards them, despite the legal distinctions characterizing their realities.
