Tier 1 systems, data, and practices provide universal support for all students across different settings. They create the foundation for delivering proactive, consistent support and preventing undesirable behaviors. The focus of Tier 1 is on teaching, modeling, and reinforcing positive social, emotional, and behavioral skills. Key elements for success include teamwork, data, consistent policies, professional development, and regular evaluation.
The core principles of Tier 1 PBIS emphasize the belief that we can and should:
Intervene early to prevent behaviors from escalating
Use research-based, evidence-driven interventions when possible
Track student progress
Make decisions based on data
