Write Settings: to create hotspot

It allows the app to modify system settings by changing wifi state & create hotspot and allowing other devices to connect with it for purpose of sharing files

Read Phone State: to get states device connection state

It get states of device either device is connected with Wifi or not. By using this permission we’re only collecting device information like device serial no for establishing connection between two devices.
