Coming from a past employer i found myself willing to work more when there was no negative side. if i decided not to work i was given a "have a good night" without any hidden meanings, BUT, once we had to sit down and put a schedule in place i slowly started feeling like i was property to the company, no longer an employee. whereas the callouts became "you was scheduled to work today" or emplementing a time minimum call out warning. WEll, decrease in health doesnt give a warning. so it became a burden when you have legitimate reasons to call in. i never want my employees to feel this way, therefore this was the best coarse of action to boost morale between the company and its employees.
