Annotate as a class or in assigned groups by choosing "Students can edit file" in the assignment options.

Once you've assigned groups, attach the PDF assignment and choose "Students can edit file" in the assignment options. You will have to have different PDF copies for each group so the whole class isn't using the same PDF document.
