Redistricting and Gerrymandering are concerns that are important, which like term limits affect who gets into congress and who leaves. While one opinion is that we just have to win more state legislative and gubernatorial races...

I think that misses the point that making things unfair for one side or the other breeds resentment, apathy and many of the other ills that we find in politics. A better way is to make sure that the playing field is as close to level as possible. What constitutes "level" for me is competitive districts. 538 has done a great job of looking at possible districts and the consequences of those:
