Dear Colleagues,
The Federation has continued negotiating a revenue sharing model for compensatory items in years 2 and 3 of our contract, compensation for department chairs, and expansion of PT healthcare (PTHC) options, as required by our recently ratified CBA. Since our last communication, we met with the District’s team on August 4 to continue bargaining.
During the August 4 session, the District proposed two MOUs regarding implementation and funding of department chairs, leaving open two possible scenarios, as follows:
Scenario 1: Department chairs could be funded for two divisions (BDAT and BSS) as a pilot in SP27, followed by full implementation of department chairs in FA27.
Scenario 2: We could forgo the pilot program and give all eligible departments the opportunity to elect chairs beginning in FA27.
Due to the District’s flexibility on implementation and its emergent impact on faculty, we are seeking member input in bargaining the final terms of department chair implementation. Please respond to our survey (see below) to share your input on the scenarios above.
Important notes:
The District has initially proposed to fund the pilot program described above at the approximate projected cost of the program.
The District has proposed to fund full implementation of department chairs in FA27 at a bit over half of the approximate projected cost of the program, meaning that under a revenue sharing model, faculty could expect less available money for other increases to salary and benefits.
The District has not proposed increased funding for scenario 2 to reflect savings from forgoing a pilot program.
The above described scenarios are under negotiation and subject to change. Your input will help inform the bargaining team, but both bargaining teams must ultimately reach the best agreement possible, which neither party may find to be ideal.
Subsequently, we again confirmed with the District that they still did not have any response to our PT healthcare proposal–using the state-funded reimbursement program to give all eligible PT faculty the opportunity to access FT-equivalent healthcare benefits.
As referenced above, due to the flexible terms of department chair implementation and the District’s obvious signaling that it doesn’t view PT healthcare as a long-term cost that it will bear, we are asking members for input on how we seek to implement department chairs and which path we pursue in seeking healthcare for PT faculty. If you are a member, you should have received a ballot email from ElectionBuddy at your @elcamino.edu email address around the time of the receipt of this email. Please take a moment to share your input. Again, these terms are all currently under negotiation and subject to change.

Finally, at our August 4 bargaining session, we provided the District with a compromise proposal for the second year of our contract (July 1, 2026 - June 30, 2027) where all faculty salaries, pay rates, and stipends (all of Appendices C and D) are augmented by the base state COLA (2.87%) for the current fiscal year while we continue to bargain a revenue sharing model that ensures our compensation and benefits remain competitive.
Our next bargaining session is October 16, 2026, though we have asked the District for additional dates before then if the District’s team is available. Thank you for your participation, engagement, and effort in keeping our union strong.

Dear Colleagues,
The Federation has continued negotiating a revenue sharing model for compensatory items in years 2 and 3 of our contract, compensation for department chairs, and expansion of PT healthcare (PTHC) options, as required by our recently ratified CBA. Since our last communication, we have met with the District’s team three times, on May 29, June 25, and July 23, to continue bargaining.
During the May 29 session, the Federation and District compared cost analyses of the Federation’s chairs compensation proposal provided during our first session in April. The District and Federation arrived at similar cost projections under the respective models used, though the District was not ready to provide a formal counterproposal. At the June 25 session, the District did provide a formal chairs proposal, a PTHC proposal, or a revenue sharing proposal. We did, however, discuss chairs compensation. Subsequently, the District produced a significant amount of itemized budget, expense, and apportionment reports critical to actually building a revenue sharing model.
During our July 23 session, the Federation and District discussed mutual interest in the funding structure for chairs. However, there remain two outstanding issues. First, the cost for chairs requires reallocation of funds from management to faculty on the District’s end, which must be accounted for in or handled separately from revenue sharing going forward. Second, provided funding is established in time, the District strongly prefers to run a pilot program for department chairs in two divisions in SP27, followed by a full launch in FA27, which would mean that two divisions are given the opportunity to have chairs before others. The Federation will seek input and preference from membership on the second point, whether or not to start a pilot department chair program in the spring, or just pursue a full launch in the subsequent fall semester, by survey near the start of the FA26 semester.
During all three of these sessions, the Federation inquired about whether or not the District had a response to the PT healthcare proposal we provided in April or had completed the data request we require to bargain revenue sharing. They have said they are working on both.

Dear Colleagues,
As required by our recently ratified CBA, the Federation has begun negotiating a revenue sharing model for compensatory items in years 2 and 3 of our contract, compensation for department chairs, and expansion of PT healthcare options. Collectively, we’ll refer to these negotiations as “Revenue Sharing Reopeners” as we communicate going forward.
In preparation to negotiate a new and technical topic like revenue sharing, the Federation met with both of the principal negotiators from SDCCD (San Diego Community College) and Los Rios Community College District (LRCCD) in early March. The Federation has a years-long relationship with the both the SDCCD and LRCCD unions and their principal negotiators, both of whom have negotiated and managed revenue sharing models for decades. We had a productive meeting and used our discussion to build administrative data requests for the District that would be useful in bargaining a model.
We met with the District’s team on April 24 and May 1 to begin bargaining. During the April 24 session, we presented complete first proposals for PT healthcare (PTHC) and compensation for the department chairs that were created with the ratification of our newest CBA in February 2026. For PTHC, we have proposed utilization of the state-funded PT healthcare program that extends FT benefits coverage to all PT faculty who meet the load requirements. For chairs, we have proposed a progressive budget of release time based on the size of departments in FTEF (normalized FT+PT faculty labor), as well as additional stipends for summer and winter, which are competitive with peer districts. Finally, the Federation discussed our data request required for us to build proposals for revenue sharing. We ended the session early because the District did not have proposals for PTHC or chairs. They were also unprepared to have any discussions about revenue sharing proposals.
During our subsequent session on May 1, it became apparent that the District is not seriously prepared to bargain a revenue sharing model–a model that they have been consistently asking to bargain for over a year. Instead of coming with a proposal or their own data, the District employed a consultant to give a presentation explaining the basics of revenue sharing, wrapping up with a brief view of how San Diego Community College District (SDCCD) handles their revenue sharing model. The consultant recommended that the Federation meet with the negotiator of the SDCCD model if we were able to do so. We informed him that we had an extensive meeting with SDCCD and LRCCD union leaders in early March.
Following this, we discussed data that we had requested from the District and confirmed that the District still did not have proposals for PTHC or chairs. The Federation’s bargaining team entered these negotiations ready to work on a model, bargain PTHC, and reach agreement on chairs. It appears the District did not.
