To better define the role of Federation division representatives and eligibility, improve division communications with Federation leadership, and strengthen membership, the E-Board passed a resolution to improve how we select and compensate division representatives. That resolution can be found here.
The following divisions are eligible to nominate and elect one Division Lead to represent them: Arts, Media and Entertainment, BSS, Counseling, Design and Applied Technology, Healthcare Sciences, Humanities, Kinesiology, Athletics, and Public Safety, LLR/SHS/SRC combined, Math, and Natural Sciences.

Eligibility and Job Description of Division Leads
Division Leads are dues paying union members in good standing who have a strong dedication to the improvement of working conditions and compensation for all faculty at El Camino College. FT and PT Federation members in their division will elect their Division Lead. In order to retain their lead position, they will be responsible for: communication with members in their division with Flex Days updates, disseminate accurate information regarding union activities, follow AFT 1388 constitution and policies, attend Division Lead meetings (1-2 a semester) and general membership meetings, and respond to member inquiries in a reasonable timeframe (and/or forward to the Federation), and maintain confidentiality as appropriate when handling membership information or other sensitive materials.
Division Leads can be FT or PT faculty. Sitting E-Board members are not eligible to be a Division Lead.
Election Process
Spring term: Nominations and elections are organized and coordinated by division Federation members. The Division election organizers can request Division membership lists from the Federation by writing eccfederation@gmail.com after March 20, 2026. (This is a similar process for Divisions to elect senators.)
Only Federation members are eligible to vote. Division election organizers can conduct the election via email or paper ballots and will report results on this Google survey. Report will include who ran the election, the candidates, voting format, number of votes for each candidate, and the new Division Lead. After the election, you can submit your report here.
Two year Division Lead term typically starts July 1 (but Flex day is practical start) after an election, or immediately in cases when an election is filling a vacant position.
E-Board Support of Division Leads
The Federation President or designee will provide Division Leads with updates for fall and spring Flex Day announcements. Throughout the year, the Federation E-Board will provide updates, help to coordinate division Federation Meet Ups, and set up 1-2 Division Lead meetings every term.
Compensation
Seven (7) hours per semester paid by Federation release time at D3, Rate 1.
Recall Process
Division Leads who fail to complete some or all of the duties in the job description can be removed and will not be eligible to run for a year if recalled. Reasonable efforts will be made to support the Division Leads to fulfill their job duties.
Federation members of the division and/or the E-Board can initiate a recall.
E-board will agendize any recall of a Division Lead and vote on whether or not to recall based on a majority vote of E-board members.
If a recall of a Division Lead happens at the request of Federation division members, the division will hold a vote on whether or not to recall based on a majority of votes by Federation members. Divisions that recall their Division Lead must notify the E-Board and make plans to nominate and elect a replacement.
