Meeting was called to order by President MSgt Jason Troyna at 1100 hrs.
Motion to begin the meeting was made and seconded. Motion carried.
AFSA Preamble was recited.
Pledge of Allegiance was led by a member.
New members and first-time attendees were welcomed and introduced themselves.
Chapter leadership introduced themselves and their roles.
Sept 2025 meeting minutes were posted online for review.
Motion to approve was made, seconded, and carried.
Current funds reported at $11,406.78.
Clarified expenditures for previous events and reimbursements.
POW/MIA Week donations pending final reconciliation.
Chapter remains financially sound.
Overview of North Carolina Senate Bill 118:
Reduced concealed carry permit fees for veterans.
Extended deadlines for PCS families to submit school documents.
In-state tuition for honorably discharged veterans meeting criteria.
Remote driver’s license renewals for military families.
Discussed national legislation:
Pay Our Troops Act – urged members to contact legislators via AFSA’s advocacy tool.
Retired Pay Restoration Act and Guard and Reserve GI Bill Parity Act reviewed and supported.
Members encouraged to share AFSA’s legislative portal with families and friends to amplify support.
5 new recruits this month; no retains.
Chapter currently ranks in the Top 25 nationwide for recruitment.
Membership stands at approximately 460 members, still classified as a small chapter.
Discussed $36 annual dues and temporary pause of lifetime memberships.
Emphasis that every event is a membership event; all members encouraged to promote AFSA.
New member benefits highlighted:
Education discounts and scholarships from Waldorf and Columbia Southern Universities.
One free class for first-time members.
Trustee 4 / Programs
Recognition given for volunteer support during POW/MIA Week, Freedom Fest, and The Ruck.
Over 80 volunteer hours recorded.
Upcoming events:
AFSA Appreciation Week: Oct 12–18 (pending HQ details).
Base Trunk or Treat: Oct 25 (led by A1C Pearson).
Programs & Initiatives
Introduced “Miles for Military” travel assistance program for E1–E4 members volunteering 25 hours with a 501(c) organization.
Chapter can validate volunteer hours for participants.
Professional Development
Launch of “Five Voices Leadership Workshop”—two- to three-day course exclusive to AFSA members.
Course instructor: A1C Tyler Trainor, certified through GiANT Worldwide.
Additional upcoming courses:
John C. Maxwell’s Leadership Gold (ongoing).
360° Leader and 21 Laws of Leadership to begin in 2026.
Courses open to all base personnel; AFSA provides materials and instructors.
Awards
Award submissions doubled from previous quarter.
All categories filled, with strong participation in the SNCO category.
Encouraged continued recognition of deserving members.
Family Matters
Attended Newcomers Orientation and Hearts Apart events.
Ongoing spouse employment concerns discussed; collaboration continues with the M&FRC.
Encouraged highlighting spouse license transfer legislation at outreach events.
Trunk or Treat preparations complete; volunteers filled.
Communications
Position open; duties include managing chapter Facebook and email communications.
Encouraged members to follow the page and read the chapter blog for legislative and community updates.
Airman Activities
Upcoming Fundraisers:
Chipotle Night: Dec 6
January 2 and February 1 fundraisers pending confirmation.
Exploring partnership with the Rising 4 for joint fundraising events.
Positive feedback received from Splash Bash sponsorship.
Sergeant-at-Arms
Implementing updated attendance tracking and membership sponsorship program:
Each meeting funds one new Airman membership through ongoing small-item sales.
Continued call for volunteers for open committee and council positions.
Elections for President, Vice President, and Trustees scheduled for November 2025.
Six-month membership requirement for elected positions reviewed.
Appointed positions (Communications, Marketing, Retention, 1st Sgt Council Liaison, Treasurer) open to any active member.
President Troyna announced he will not seek reelection for 2026 but will remain active with the Chapter and Division leadership.
Discussion on planning for the 2026 AFSA International Summit in Orlando, FL.
Chapter fundraising efforts will be directed to support delegate attendance.
Encouraged members to submit nominations for the upcoming elections.
Mr. Jason Goggins, Armed Forces Bank, provided financial insights:
Differences in advance pay policies across USAA, Navy Federal, and First Command.
Updates on TSP trends and investment fund performance.
Invited members to his TSP Lunch & Learn event on 16 Oct 2025 at Los Bagonas.
No new items.
Financial and compliance paperwork for 501(c)(19) status in progress.
No additional comments or questions were raised.

a. Vice President (MSgt Gatten)
Provided update on Military Sherpa Program for Spouses (free leadership and resiliency training).
b. Secretary (SSgt Best)
Confirmed July minutes posted online. Available for questions or follow-up.
c. Treasurer (report read on behalf of Treasurer)
Current balance: $11,000 (includes cash on hand and CashApp).
Successful fundraising noted.
Surplus funds due to Air Show; new budget being developed to reinvest into chapter and wing initiatives.
Discussion: Surplus funds may support chapter activities, base involvement, and International AFSA conference travel.
d. Legislative (Trustee Belcher – report delivered by President)
North Carolina Updates: Tuition discounts for out-of-state military at UNC system (HB 373).
National Updates:
NDAA passed: 4.5% pay raise + additional 10% for junior enlisted.
Proposed bills: TRICARE dependent coverage extension to age 26, Protect Veterans Disability & Retired Pay Act, Guard/Reserve GI Bill parity, Post-9/11 GI Bill transferability changes.
Strong push for members to use Voter’s Voice tool on AFSA HQ site.
e. Membership (President)
Emphasized importance of numbers in legislative strength.
End of membership discount campaign (two-, three-, and lifetime memberships).
Current chapter strength: 472 paid members; 33 new recruits this year.
f. Volunteer Activities (Trustee Trainer)
Upcoming events:
NC Freedom Fest – 6 September (booth).
POW/MIA Vigil – 15–19 September (50+ volunteers needed).
Seasonal volunteer opportunities (Halloween, Thanksgiving, Angel Tree, etc.).

Highlighted quarterly/annual award submissions.
Chapter had multiple Division II and International award winners, including “Member of the Year.”
Encouraged nominations and submissions.

Chapter continues to provide John C. Maxwell leadership courses in partnership with Base Development Advisor.

Maintains Facebook, website, and Signal group for updates.
Additional volunteers welcome.

Promoted Maxwell course dates and highlighted base/community event opportunities.

Stressed importance of membership campaign and leadership development opportunities.
Announced Division revitalization initiative to strengthen chapters.
