An admissible artifact:
Originates from governed observation (AIR / TA14)
Preserves full chronology (no reconstruction permitted)
Is verified at the point of capture (instrument + timestamp)
Is immutable after creation (append-only structure)
Contains sufficient contextual completeness to support bounded evaluation
Exists prior to any intervention or execution
An artifact that is inferred, reconstructed, partial, altered, or post-derived does not qualify.
An admissible artifact is the sole valid authorization substrate for execution.
Execution SHALL NOT occur without a bound admissible artifact.
At the point of execution, the system enforces deterministic state resolution:
Valid admissible artifact present and verified → ALLOW
Admissible artifact absent → BLOCK
Artifact incomplete, inconsistent, or contextually insufficient → ESCALATE
Execution does not proceed under uncertainty.

An action without a bound admissible artifact is unauthorized by definition.

Records cannot be rewritten, replaced, or reordered after capture
Sequence integrity is preserved across all states
Any break in chronology invalidates admissibility
Any modification attempt results in artifact invalidation
