The traditional systems of governance within Adivasi societies hold profound historical and cultural significance. For centuries, the civilization, culture, and social framework of the Mahali Adivasi community have been grounded in a village-based self-governance model. The original form of this indigenous political structure is known as the “Nau Mohol Mahali Mahal” system, which has been revitalized, reorganized, and institutionally recognized in contemporary times under the title “Adim Mahali Mahal.”
The Adim Mahali Mahal should not be perceived merely as an administrative body. Rather, it represents a living institution of social identity, cultural heritage, and the preservation of collective traditions. The foundations of this traditional self-governance model trace back to ancient tribal society—an era devoid of state mechanisms, formal legislation, or external administration. During this period, tribal communities independently developed structures to regulate social life, justice systems, land ownership and usage, birth-marriage-death rituals, religious practices, conflict resolution, and cultural continuity.
Within the Mahali community, this governance structure evolved into a hierarchy that includes the following positions:
Majhi Baba (Village Head / Judicial Authority)
Jog Majhi Baba (Youth Guardian and Protector of Discipline)
Pargana Baba (Regional Head / Legislative Authority)
Godet Baba (Messenger and Communicator / Media Representative)
Naike Baba (Priest and Ritual Leader)
Paranik Baba (Assistant to the Regional or Village Head)
Each of these positions encompasses more than administrative functions; they symbolize moral authority, religious leadership, and the guardianship of the community’s ethical codes and customary laws. The Mahali governance model, therefore, reflects an advanced indigenous political philosophy rooted in harmony, collective responsibility, and social justice
Adim Mahali Mahal is a community-driven social and cultural organization established with the vision of preserving, strengthening, and promoting the heritage, traditions, and identity of the Mahali tribal community. Rooted in the values of unity, self-governance, and collective growth, Adim Mahali Mahal works across villages and different states to connect Mahali people with their ancestral wisdom while encouraging progress in modern times. This MAHAL covers administrative units at the Ponot, Torop, Pudsi, and village levels.

Our Work
We focus on the preservation, revitalization, and institutional strengthening of the traditional governance structure of the Mahali Adivasi community. Through research-based documentation, field engagement, community mobilization, and leadership development, we aim to restore the historical role and dignity of the Adim Mahali Mahal. We work to protect traditional knowledge systems, safeguard customary law, and promote cultural identity among Mahali populations across different regions. Our activities include organizing governance workshops, archival research, youth leadership initiatives, conflict-resolution training, and cultural heritage programs. By integrating traditional values with contemporary developmental needs, we strive to build a self-sustaining institutional model where indigenous administrative principles actively contribute to social empowerment, justice, and community cohesion. Ultimately, our mission is to ensure that the Mahali governance system not only survives but also evolves as a recognized framework of identity, representation, and collective progress.
Through cultural events, training programs, and social awareness campaigns, Adim Creation by Adim Mahali Mahal continues to bridge the gap between tradition and modernity. Our artisans and members participate in fairs, exhibitions, and programs like SAMVAAD and other events showcasing bamboo crafts, traditional sweets, forest honey, and handmade tribal products that represent the creativity and resilience of the Mahali people.
