I am honoured to be granted the opportunity to serve as President for the Association of Civic Management Employees.
My goal is to gather input, strongly encourage more involvement, and create conversation on how we can better connect and better serve our members.
Your ACME Executive and Benefits Committee Members will be concentrating on four specific strategic goals. These include:
Act as a collective voice to represent and assist its members in matters regarding pension, benefits, retirement, leave-of absence, or other workplace issues.
Provide goodwill to any member in the form of a gift to those members retiring, off work due to illness, accident, or provide a donation upon the death of a family member.
Providing scholarship awards to dependants of associated members
Create venues for the many fun filled social events throughout the year
I invite you to become involved and consider joining the Association of Civic Management Employees as an Associate Member or as part of the Executive/Benefits Committee.
Your membership will provide an opportunity for you to serve beside elected officials and equally interested members to help shape the ACME agenda.

SECTION 1 The Organization shall be known as the ASSOCIATION OF CIVIC MANAGEMENT EMPLOYEES. Those eligible to join are Civic Employees who are not entitled to be members of Civic Unions. This Association will be recognized by City Council as representing Civic Management and Non-Union Employees.
SECTION 2 This will be an Association:

SECTION 3 There shall be elected at a business meeting held in October or November every two years, the following:
a) President (to preside at all general, special or Annual Meetings);
b) Vice-President (to assist and act on behalf of the President, as required);
c) Recording Secretary (to record minutes of meetings);
d) Corresponding Secretary (to be responsible for correspondence, agendas, publicity, etc.);
e) Treasurer (to be responsible for all monies and records of same);
f) Goodwill Chair (to be responsible for sending of flowers and gifts as required under Section 8);
g) Events Chair (to be responsible for the organization of social events or as directed by the Membership);
h) Benefits Committee(s) (to be responsible for discussions relative to Section 2(b)); and
i) Membership Chair (to be responsible for the recruitment of new members, administering Section 5(a) and maintaining an updated listing of Association members).
j) Website and Social Media Coordinator
each of whom shall hold office for a two-year term commencing at the conclusion of that meeting.
In recognition of the considerable volunteer efforts by the members of the Executive Committee, and in lieu of an honorarium, members of the Executive Committee shall each receive $100 in "event credits" per calendar year. Such credits may be used as payment for ACME events throughout the year in which the credits were received. Should a member not serve for the full year on the executive committee, the "event credits" for that member shall be pro-rated appropriately.
A member or retired member who organizes an event or substantially assists with the organization of an event (as determined by the executive committee) shall receive two complimentary tickets to such event."
The Corporate Benefits Committee shall be comprised of eight (8) members. At the first meeting of the Benefits Committee, the members shall elect a Chair of the Committee for the term of office.
The TBayTel Benefits Committee shall be comprised of three (3) members who shall be elected at the Annual Meeting of the Association.
The chair(s) of the TBayTel Benefits Committee and City Benefits Committee may attend each other's committee meetings.
The Executive Committee of the Association shall consist of:

When by reason of death, resignation or other cause, any Executive Office becomes vacant, the office shall be filled by appointment by the Executive Committee and the person so appointed shall hold office for the balance of the term of the person whom he replaces.
The signing Officers of the Association shall be any two (2) of the following:
President
Vice-President
Treasurer
SECTION 4
a) There shall be a minimum of one (1) business meeting held per year as determined by the Executive Committee, excluding the months of July and August.
b) The Executive Committee may meet each month or prior to the membership meeting for the purpose of conducting Association business as directed by the Membership.
c) A meeting of the Association may be called at any time at the discretion of the Executive committee, or whenever a meeting is required by ten (10) or more members of the Association.
d) A quorum of members for meeting purposes shall consist of at least seventeen (17) members, inclusive of the Officers.
e) Parliamentary procedure shall be used at all regular or special meetings.
SECTION 5
a) Any person employed by the City of Thunder Bay who is employed in a full time managerial, executive, professional, or other non-union capacity and who is not a member of a civic union may become a voting member of the Association by signing an application form provided by the Membership Committee.
b) The Association shall act on behalf of any present member in connection with his status as a continuing member of the Association. No member shall be removed from the membership of this Association without the permission of its executive.
SECTION 6
The dues of each member shall be such monthly amounts as may be adopted by a majority of the members at any regular meeting. Such dues shall be by payroll deduction and received by the Treasurer of the Association.
SECTION 7
Upon notification to the Goodwill Chair, suitable gifts or flowers, or confections will be sent to Association members who are absent from duty for periods in excess of ten (10) days by reason of sickness or accident, or a new child. Gifts of flowers or donation will be sent upon the death of an Association Member or Parent, Spouse, Child, Sibling, Grandparent, Grandchild, including “Step-”, “half-” and In-law.
SECTION 8
Upon retirement from the City, as a member of ACME, that the member receive after one year $20.00 per year of membership. Not to exceed $150.00 from Association funds. In some cases, at the discretion of the Officers, the Association contribution may become part of a more substantial farewell gift sum being voluntarily contributed by various persons wishing to honour this member.
Upon retirement, ACME will provide the Member with the option of receiving a paid lifetime membership in the Municipal Retirees Organization Ontario (MROO).
SECTION 9
The Association of Civic Management Employees will present two (2) annual scholarship awards, in the amount of $500 each. Selection to be made by the A.C.M.E. executive based on the highest academic achievement.
REQUIREMENTS ARE:
1. Applicants must be children or dependants of current A.C.M.E. members currently enrolled in grade 12 or equivalent.
2. Applicants must be enrolling in a recognized post-secondary education program in the following academic term.
3. A record of academic achievement must be attached to the application form.
4. Deadline for applications is May 15.
5. Applications must be submitted by May 15th to the A.C.M.E. President.
6. A.C.M.E. members must have been a member for 12 consecutive months prior to the closing date of applications.
SECTION 10
In addition to the scholarship awards referenced in Section 9, the Association of Civic Management Employees will present an annual educational award in the amount of $250. The award will be made to the winner of a random draw made from the names of all eligible candidates who submitted applications for the scholarships referenced in Section 9, excluding the names of the 2 successful applicants for those scholarships.
SECTION 11
This Constitution may be amended by a 2/3 majority vote of members present and voting at any meeting, provided that a Notice of Motion has been circulated, in writing, to all members prior to such meeting.
