Dr. Bonnie Palifka holds a Ph.D. and M.A. in Economics from the University of Texas at Austin and a B.A. in Economics and Latin American Studies from the University of Vermont. She has been a professor at Tecnológico de Monterrey since 1998 and has also taught at Yale University since 2011.
Dr. Palifka is the founder and organizer of the Academia against Corruption in the Americas conference and has consulted for Transparency International and the UN Office on Drugs and Crime. She is a member of the International Academic Advisor Board of the International Anti-Corruption Academy (IACA) in Austria.
She received the Rómulo Garza Award for the second edition of Corruption and Government: Causes, Consequences, and Reform (co-authored with Susan Rose-Ackerman) and was named Honorary Professor by UTE University in Ecuador. Her current research explores state capture by organized crime and the measurement of corruption in relation to the Sustainable Development Goals.
Sandra is a political scientist from Universidad de los Andes, with a Master’s in Political Science from the same university and a specialization in Democracy and Electoral Systems from Universidad Sergio Arboleda. She is currently the Program Director for Political System and State Initiatives at Transparencia por Colombia, the national chapter of Transparency International, where she leads efforts to promote transparency, integrity, and accountability in public institutions.
An expert in anti-corruption, Sandra focuses on prevention, control, and sanctions, working closely with public and private actors. Her work addresses key issues such as electoral processes, public procurement, and the environmental impact of corruption. She develops tools using open data to identify corruption risks and their link to human rights violations, aiming to strengthen civic activism and inform public policy.
She has served as an electoral observer for the Organization of American States (OAS), specializing in political financing. She has also taught and conducted research at Universidad de los Andes, El Rosario, and La Salle. Sandra has also consulted for international organizations, including the Inter-American Foundation and the Kettering Foundation. She is the author and co-author of publications on corruption, political finance, women’s participation, and citizen engagement.
Sergio holds a degree in Mathematics from the Universidad de los Andes in Colombia and a Ph.D. in Mathematics from the University of Wisconsin. He has been awarded honorary doctorates (Doctor Honoris Causa) by the Menéndez Pelayo International University in Spain and the University of Córdoba in Argentina.
He has been a visiting professor at several universities, including UC Berkeley, the University of Colorado, the Pontifical Catholic University of Chile, and the University of Oslo, among others. He currently serves as Director of the Center for Appreciation of the Public and is part of the “Faculty of Excellence” program at the School of Government and Public Transformation at Tecnológico de Monterrey in Mexico.
