Click Documents from File Explorer

Close Steam,
Go to your Documents folder
Delete the ACE folder,
Launch Steam and then launch Assetto Corsa EVO.

You might be able to play and start the game using Vulkan renderer mod.
Download Vulkan mod from https://www.nexusmods.com/assettocorsaevo/mods/1
Unzip the mod and copy files to AC Evo folder inside steamapps
Disable MSAA from AC Evo settings. It causes everything to be black in the game (Kudos to @Gerbs)
NOTE!! This workaround might cause problems in the future. To go back and use the game without the mod, you need to manually delete the copied files.

Open Controlled Folder Access through file manager or through a windows search. It should be under the Virus & threat protection section of Windows Defender.
Click on the section that says “Allow an app through Controlled Folder Access”
Then have to press “Add an allowed app”
After pressing this choose the “Recently blocked apps” option and find ACE (Asseto Corsa EVO) it should be under that name or something similar.
