Ir. Dr. TAN Yean Chin

is a Professional Engineer with Practicing Certificate and an Accredited Checker (Geotechnical) registered with the Board of Engineers Malaysia (BEM).  He is a registered ASEAN Chartered Professional Engineer (ACPE) as well as an APEC Engineer and International Professional Engineer (IPEA) in Malaysia and Australia.  He is also a registered Foreign Professional Engineer in Myanmar and Cambodia.

Ir. TEH Wai San

is a Professional Engineer registered with the Board of Engineers Malaysia (BEM), with over 15 years of experience in geotechnical engineering spanning infrastructure, rail transit, tunnelling, deep excavation, slope strengthening, ground improvement, and geotechnical instrumentation monitoring. 

Ir. Lee Chee Kien (CK)

is a professional civil engineer with practicing certificate (PEPC Civil), and an associate member of the Chartered Institute of Arbitrators (ACIArb). He specialises in geotechnical engineering and has managed several megaprojects as the geotechnics leader.

Ir. Lee Chee Kien is a Senior Engineer who defines professional competency by combining engineering technical excellence and proficiency with the laws and regulations governing the profession.

Kathireen Kalaivani A/P Rajamanickam

is a Geotechnical Engineer in the Geotechnical Consultancy Unit of the Engineering Department at the City Council of Penang Island. With over 12 years of experience in geotechnical engineering, she has worked with several engineering consultancy firms before joining the local authority. She holds a Bachelor of Engineering (Civil) from Universiti Teknologi Malaysia. Her areas of interest include hillside development, geotechnical governance, landslide risk management, and the integration of GIS,  and digital technologies for geotechnical asset management and decision-making.

Sri Mageswari A/P Pattel

is the Head of the Smart City Unit at the City Council of Penang Island. She holds a Bachelor's Degree in Computer Science from Universiti Malaysia Perlis (UniMAP) and has been actively involved in the development of the Virtual Island of Penang (VIP) platform and other digital solutions that support data-driven urban management and governance. Her work focuses on Geographic Information Systems (GIS), data integration, digital innovation, and the application of emerging technologies to enhance municipal services and operational efficiency. She has played a key role in advancing smart-city initiatives, real-time analytics, and geospatial technologies within the local authority.

Tan Jia Jun

is a Geotechnical Engineer with Arup Jururunding and was previously a Geotechnical Engineer at the City Council of Penang Island. He holds a Bachelor of Engineering in Civil Engineering from the University of Manchester, an MSc in Geotechnical Engineering from the University of Birmingham, and a PhD in Geotechnical Engineering from Universiti Sains Malaysia.

Dr. Chin Yaw Ming

is a geotechnical and foundation specialist with more than 34 years of experience in deep excavations, heavy foundations, hillside developments, and geotechnical risk management. He holds a Bachelor of Engineering, a Master of Engineering, and a PhD from Curtin University of Technology, Australia. He is the Principal of CYM Consult and serves as an adviser to the Geotechnical Consultancy Unit of the City Council of Penang Island. He has been actively involved in promoting risk-based hillside development management and the application of GIS and geospatial technologies for slope safety and geotechnical asset management in Penang.
