Why create a new report card?
The new elementary report card was created to provide a K-5 continuum of learning expectations. Now that NYSED has fully implemented the Next Generation Learning Standards, the change aims to provide effective feedback on key standards and essential learning behaviors. The new report card is intended to help families understand what standards are being studied and how students are progressing. It summarizes student performance level and effort at three intervals during the school year.
The report card was developed over two years, with staff and administrators meeting to discuss necessary changes to align with the P-12 NYS Learning Standards. This, combined with the development of rubrics, engaged administrators, teachers, and staff in a cycle of feedback. As the grade-level teams made decisions, all teachers had opportunities to review the information and make recommendations.
Teachers will assess student performance level based on a series of rubrics that encompass, English Language Arts, Mathematics, Science, and Social Studies. These rubrics follow NYS Performance Level Descriptions or PLDs. For each subject area, students perform along a continuum of the knowledge and skills necessary to meet the demands of the Learning Standards for English Language Arts and Mathematics.
Level 4: Students performing at this level excel in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered more than sufficient for the expectations at this grade.
Level 3: Students performing at this level are proficient in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered sufficient for the expectations at this grade.
Level 2: Students performing at this level are partially proficient in standards for their grade. They demonstrate knowledge, skills, and practices embodied by the Learning Standards that are considered partial but insufficient for the expectations at this grade. Students performing at Level 2 are considered on track to meet current New York high school graduation requirements but are not yet proficient in Learning Standards at this grade.
Level 1: Students performing at this level are below proficient in standards for their grade. They may demonstrate limited knowledge, skills, and practices embodied by the Learning Standards that are considered insufficient for the expectations at this grade.
