Brian C. Lein, MD is the Defense Health Agency (DHA) Assistant Director, Healthcare Administration. Dr. Lein provides leadership in the administration and management of healthcare delivery across all DoD hospitals and clinics, and the sustainment of the medical readiness of the armed forces and the readiness of the medical force within a unified Military Health System. As Assistant Director, Health Care Administration, he assists the DHA director in the planning, direction, and management of healthcare facilities, implementing policy, procedures, and direction that affect healthcare delivery and administration, as well as provide cross-functional support to the markets and managing the TRICARE health plan. Prior to joining DHA, Dr. Lein served 30 years in the U.S. Army as a physician and leader, retiring as a major general and the Chief of the Army Medical Corps. He has commanded at multiple levels, including the Army Medical Department Center and School, U.S. Army Medical Research and Materiel Command, and Landstuhl Regional Medical Center. Other leadership roles include the Deputy Army Surgeon General, Deputy Commanding General for Operations, U.S. Army Medical Command, theater surgeon in Afghanistan (ISAF), and command surgeon for U.S. Army Forces Command CFLCC/Third Army, and 4th Infantry Division.
Dr. Lein most recently served as a volunteer with the National Coronavirus Task Force as Serology Testing lead. Prior to this position, he worked at Hospital Corporation of America as Division Vice President for Graduate Medical Education. Dr. Lein received his Bachelor of Science Degree from the U.S. Military Academy and his M.D. from Temple University School of Medicine, is board-certified in General Surgery, and a Fellow, American College of Surgeons. He received his Master’s in Strategic Studies from the U.S. Army War College.
Dr. Beth Taylor assumed the role of Assistant Under Secretary for Health for Patient Care Services and Chief Nursing Office in March 2020. In this role, she serves as principal executive for oversight of Nursing, Social Work, Caregiver Support, Connected Care, Pharmacy, Sterile Processing, Geriatrics and Extended Care, Population Health, Patient Centered Care and Cultural Transformation, Physician Assistants, and Rehabilitation and Prosthetics.
Dr. Taylor joined the Department of Veterans Affairs (VA) in 1996 as an Associate Director for Patient Care Services/Nurse Executive in Saginaw, Michigan, and continued to serve in this executive role in VA facilities in Detroit, Milwaukee, and Tucson. In addition, she held the position of Director, Workforce and Leadership for the VA Office of Nursing Services in Washington, DC, and served as Acting Deputy Chief Nursing Officer during her tenure in this office. Dr. Taylor has served as an HCLDP mentor and on various VISN and VHA committees as well as special projects and detail assignments. In 2014, she received the Paralyzed Veterans of America Advocacy-Clinical Excellence Award.
Dr. Taylor received a Bachelor of Science in Nursing from Indiana University, a Master’s in Business Administration from Saginaw Valley State University, and a Doctor of Health Administration from Central Michigan University. She holds a graduate certificate in International Health from Central Michigan University and is board-certified as a Nurse Executive, Advanced. She is a member of the American Organization of Nurse Executives, American Nurses Association, and Sigma Theta Tau, International. In 2021, Dr. Taylor was inducted as a Fellow in the American Academy of Nursing.

General James C. McConville assumed duties as the 40th Chief of Staff of the U.S. Army on 19 August 2019, after most recently serving as the 36th Vice Chief of Staff of the U.S. Army.
He is a native of Quincy, Massachusetts and a graduate of the U.S. Military Academy at West Point, New York. He holds a Master of Science in Aerospace Engineering from Georgia Institute of Technology and was a National Security Fellow at Harvard University in 2002.
General McConville’s command assignments include commanding general of the 101st Airborne Division (Air Assault), where he also served as the commanding general of Combined Joint Task Force-101, Operation Enduring Freedom; deputy commanding general (Support) of the 101st Airborne Division (Air Assault), where he also served as the deputy commanding general (Support) of Combined Joint Task Force-101, Operation Enduring Freedom, commander of 4th Brigade, 1st Cavalry Division, Operation Iraqi Freedom; commander of 2nd Squadron, 17th Cavalry Regiment, 101st Airborne Division (Air Assault); and commander of C Troop, 2nd Squadron, 9th Cavalry Regiment, 7th Infantry Division (Light).
His key staff assignments include the U.S. Army deputy chief of staff, G-1; chief of Legislative Liaison; executive officer to the vice chief of staff of the Army; G-3 for 101st Airborne Division (Air Assault); J5 strategic planner for U.S. Special Operations Command; S-3 for 25th Combat Aviation Brigade; S-3 for 5th Squadron, 9th Cavalry; and S-3 for Flight Concepts Division.
General McConville is a senior Army aviator qualified in the AH-64D Longbow Apache, OH-58 Kiowa Warrior, AH-6, AH-1 Cobra, and other aircraft. His awards and decorations include two Distinguished Service Medals, three Legions of Merit, three Bronze Star Medals, two Defense Meritorious Service Medals, three Meritorious Service Medals, two Air Medals, the Joint Service Commendation Medal, two Army Commendation Medals, four Army Achievement Medals, the Combat Action Badge, the Expert Infantryman’s Badge, the Master Army Aviator Badge, the Air Assault Badge, the Parachutist Badge, and the Army Staff Identification Badge.
Richard A. Stone, MD, is a Specialist Executive at Deloitte since 2021 November. His work focuses on healthcare delivery transformation and transformational strategies for population health improvement. Dr. Stone is a board-certified dermatologist with extensive experience in entrepreneurial businesses, commercial, federal, and uniformed services healthcare delivery.
Dr. Stone retired after 24 years from the U.S. Army at the rank of Major General and served as the Deputy Surgeon General for Support for the U.S. Army Medical Command. He is a combat-experienced Veteran with service in Afghanistan where he commanded the combined joint medical task force from the 44th Medical Command. Following retirement from uniformed service, Dr. Stone has served more than 5 years at the Veterans Health Administration. From 2018 until July 2021, he served as the Executive in Charge and Acting Undersecretary of Health for America’s largest healthcare system. Dr. Stone led the VHA through the initial 18 months of the COVID pandemic and is broadly recognized for his transformational leadership.
