The UST Central Student Council is the highest governing body representing the 40,000+ Thomasian student body of the University of Santo Tomas. The council is responsible for formulating and implementing policies, rules and regulations directly affecting the welfare and interest of the students. It shall uphold the Christian ideals and objectives of the university, protect the students’ democratic rights and welfare, promote the intellectual, spiritual, socio-cultural, and physical well-being of the students, and shall ensure the full participation of the studentry in all its endeavors.

The Central Student Council, in cognizance of its vision, commits itself to act as the unifying and motivating force among the local student councils and of student activities related to them. Its focus is to promote the welfare of the students in line with the mission-vision of the University of Santo Tomas. Among others, it shall be the forefront in protecting and upholding the democratic rights and welfare of the students and be the umbrella organization of all local student councils which shall be autonomous vis-à-vis the CSC.
The Central Student Council envisions itself as the premier student government of the University of Santo Tomas which influences, unites, and motivates the local student councils toward the realization of their visions and goals and work toward the common good of our students in the spirit of service and love.
The academic year is faced with innumerable transitions. We are seeing a year of rebuilding at every front - both a culmination of all valiant efforts and the beginning of a long story ahead. The path may, at times, be filled with darkness, but through our passion for truth, we will spread the light.

To establish avenues and networks where students can be updated on CSC’s current activities, as well as raise concerns and suggest improvements.
To recommend easier requirements in processing student activities to enable student councils and organizations to process their activities in a more expeditious manner.
To establish necessary administrative committees, and to streamline the internal protocols of the CSC and functions of inter-related committees of CSC and LSC
To amend and revise outdated policies, expedite the approval of selected priority policies, and to ensure inclusive transparency in the administrative and policy affairs for the Thomasian community
To implement projects that address student concerns related to their safe transition to face-to-face classes
To cultivate a deep sense of camaraderie among the Council members
To implement relevant and timely advocacy projects that will increase the awareness of different social realities, to allow stakeholders to become forefront of social transformation and in nation building
To be able to spearhead long-term and sustainable activities and programs that will cater to the needs of the partner communities.
To carry out both social media postings and events that highlight the diverse exceptionality within the Thomasian Community
To provide the student body with accessible platforms to view different financial reports, allocation of funds, and project status of the CSC and LSCs
To expand the council’s social media engagements and reach and set into motion advanced & up-to-date information dissemination systems to enhance the Council’s execution of projects and sustainment of campaigns
To fully realize the role of the Central Student Council as the channel of communication among the different local student councils and organizations pursuant to Section 4, Article V of the CSC Constitution
To form new connections and foster existing networks of CSC with other student councils, youth organizations, and relevant sectors outside the University.
The UST Central Student Council is the forefront project manager of all projects and policies, committed to ensuring the attainment of transformative objectives of all its projects, from initiation and formulation to implementation and conclusion.
The UST-CSC works hand-in-hand with the university administration and different student organizations to accomplish and implement events such as the Thomasian Welcome Walk, Paskuhan Festivities and the Baccalaureate Mass.
