The project "Incorporating Green Strategies towards Sustainable Infrastructure Planning and Development: Mainstreaming Nature-based Solutions and Spatial Planning for a Resilient Butuan City" is designed to align with the objectives of WWF’s Sustainable Infrastructure Program in Asia (SIPA), which is funded by the German Federal Ministry of the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), International Climate Initiative (IKI) and Organization for Economic Cooperation and Development (OECD). an initiative under the Organization for Economic Cooperation and Development (OECD). Specifically, our focus is to facilitate the integration of Nature-based Solutions (NbS) into infrastructure planning in the Philippines, with Butuan City as the primary case study site. The approach involves conducting comprehensive policy, stakeholder, and institutional analyses. Additionally, the project undertakes a socio-ecological assessment to identify suitable NbS for linear infrastructure planning. The aim is not only to preserve but also enhance ecosystem services in both Butuan City and the broader Caraga region. To support planners and decision-makers, we will develop a decision-support system and provide guidelines for the mainstreaming of NbS.
From the activities of the project, the Working with Nature: Integrating Nature-based Solutions for Infrastructure Planning and Development Training-Workshop was developed. The Training-Workshop is in line with the objectives of the Sustainable Infrastructure Programme In Asia (SIPA) and focuses on Integrating Nature-based Solutions for Infrastructure Planning and Development to enable participants to learn how to seamlessly integrate NbS into infrastructure projects, with a primary focus on linear infrastructure. Part of the training is to learn strategies in prioritizing ecosystem services, comprehending socio-cultural contexts, navigating stakeholder and policy intricacies and dynamics, identifying suitable NbS options, and designing NbS elements. It aims to enable participants of the workshop to gain the right knowledge of seamlessly integrating NbS into both existing infrastructure plans and future developments, ensuring sustainability and resilience in infrastructure projects.
THE SUSTAINABLE INFRASTRUCTURE PROGRAMME IN ASIA (SIPA)
The World Wildlife Fund (WWF) collaborates with the Organization for Economic Cooperation and Development (OECD) for its Sustainable Infrastructure Programme in Asia (SIPA), assisting governments in integrating natural capital and ecosystem services into sustainable infrastructure planning. To uphold WWF's commitment to this collaboration, the project "Incorporating Green Strategies Towards Sustainable Infrastructure Planning and Development: Mainstreaming Nature-based Solutions and Spatial Planning for a Resilient Butuan City" was initiated, with this training manual as one of its outputs. The initiative aimed to mainstream Nature-based Solutions (NbS) in infrastructure planning across the Philippines, using Butuan City, Agusan del Norte as a case study to demonstrate its feasibility.
EXPECTED LEARNING OUTCOMES
After taking the training workshop, the participants are expected to:
Define the important concepts related to mainstreaming NbS;
Identify the present ecosystem services in the training participants’ locality;
Distinguish the various policy and institutional frameworks related to infrastructure planning and sustainability of NbS
Generate the list of key stakeholders who has a role in infrastructure planning and sustaining NbS;
Identify appropriate NbS based on priority ecosystem services and risks; and
Generate strategies for mainstreaming NbS with infrastructures.
TRAINING DELIVERY
The training is meant to be delivered at a face-to-face mode where the resource persons and the training participants are together in one meeting room. Since several important concepts need to be explained, training delivery will be led by resource persons who will help simulate a classroom experience. Each module in this training will involve a discussion of the concepts, complemented by activities meant to help training participants learn how to mainstream NbS, form technical working committees, and ensure sustainability of NbS. At the end of the training, there will be an assessment activity to verify if the expected learning outcomes of the training have been achieved.
