PPCS proposes a gradual transformation into genuine universal healthcare access through a primary care system dedicated to improving health outcomes.
Philippine Primary Care Studies (PPCS) is a series of ongoing pilot studies across representative settings in urban, rural, and geographically isolated disadvantaged areas, across the Philippines. Our team piloted interventions through enhancements in the areas of primary care financing, medical and financial information systems, human resources for health capacity building, public and private health care provider network formation, and community engagement.
These health system enhancements were then assessed using serial cross-sectional surveys, examinations, and data mining techniques to determine their impact on the following health system outcome measures:
PPCS workstreams adhere to the World Health Organization’s Six Health System Building Blocks framework. Given the known limitation of this framework to de-emphasize interactions among the components, PPCS simultaneously explores several building blocks at once. This approach allows the program to examine emergent effects from synergies or frictions across components. By adapting a systems approach, PPCS has directly informed the Universal Health Care Law and has given rise to municipality assistance programs for UHC Implementation
The solutions above were piloted and assessed in our three implementation sites situated in Metro Manila, Bataan, and Bulusan.
