In a government agency, Procurement is one of the most important processes that allows the agency to move forward with their supplies and expenses that ensures the functionality of all units or offices that cater services within and outside the involved stakeholders. As a tertiary institution that handles a wide range of support units, it is necessary that its employees should stay aware and informed of the latest updates, restrictions, and criteria according to the regulations imposed by the authorizing agencies. Hence, the University of the Philippines Manila - Human Resource Development Office (UPM-HRDO) in partnership with the Procurement Management Office (PMO) conducted the Procurement Planning Workshop on June 4 to 5, 2026, from 8:30 AM to 4:00 PM, located at the NTTCHP Auditorium.
In this event, participants are representatives from their respective offices or units that handle the creation of their Project Procurement Management Plan or commonly known as PPMP. Through the workshop, employees have the opportunity to inquire their concerns directly at the PMO representatives as well as employees from the Budget Office and Information Management Service, which will benefit in their task of producing an indicative PPMP aligned with their given restrictions.
To formally open the program, the Vice Chancellor for Administration and Finance, Dr. Johanna Patricia Cañal, emphasized that the time allotted for this workshop should be utilized to its fullest potential by collaborating with other offices, sharing and learning from experiences of other employees, and work towards a better connection between one another. She also reminded everyone to not copy and paste from the previous year. This kind of event was executed for them to actually plan and adjust based on what they can foresee for the coming year. Consequently, VC Cañal recognized that the university is following austerity measures despite prices of supplies continually rising yet the budget remains the same or being lessened. Thus, she reiterated that the participants of the event are the most important people of the university right now given the situation.
As aforementioned, the first day was well spent with its participants collaborating with one another in order to curate their PPMP’s within the PROCURA website used by UP Manila. Ms. Shiela Bustamante and Ms. Kathlin-Kaye Hidalgo as the representatives from the PMO were very accommodating and ensured they were able to assist every single one of their queries and concerns with regard to their PPMP. Similarly, Mr. Karlo Edison Aurelio from the IMS was approachable in addressing technical issues of the PROCURA based on the usage of the participants. Meanwhile, employees from the Budget Office, Mr. Erwen Abing and INSERT NAME, were also present to address clarifications regarding budget constraints, approval queries, and anything related to the financial side of their PPMP’s.
During the second day, an hour was allotted to the participants to finalize their PPMP outputs within PROCURA before presenting it to everyone within the workshop for integrity and transparency. The arrangement of presenters was voluntary at first, since several employees wanted to be the first to present, while the remaining attendees waited to be called according to their line of seating position. Even during the presentation of the participants, employees from the PMO, Budget Office, and IMS were entertaining queries and were also clarifying supplies and requests based on the presented PPMP’s to ensure that everyone was comprehending the contents similarly and accordingly. This workshop ended as a success with almost all of the offices having presented their PPMP’s, participants have been informed and reminded of their deadlines, and had the opportunity for their PPMP’s to be examined by the respective offices handling the procedures of the PPMP of the university.
A total of 54 UP Manila employees have came on the first day, while 42 UP Manila employees have attended and presented their PPMP's on the second day of the Procurement Planning Workshop.
