The University of the Philippines Manila consists of a wide array of offices and colleges in order to cater to its constituents. From employees to students of the university, stakeholders would require various supplies and goods for the smooth running of the functions and services of the campus. In line with this, as a government institution, procurement processes should always be procedural and follow the standard operating procedures of the university as well as the set standard from the government.
To update the involved individuals in these processes, the Procurement Management Office (PMO) in partnership with the Human Resource Development Office (HRDO), organized and conducted a Suppliers and Contractors Forum on October 27, 2025, from 9 AM to 12 PM which was held virtually via Zoom. This training was held with the aim to inform contractors, suppliers, and their representatives regarding the procurement processes as well as contact implementations that are made when collaborating with the said university.
An opening remark was delivered by Dr. Johanna Patricia D. Adevoso-Cañal, the current Vice Chancellor for Administration and Finance. In her message, she expressed her delight in the conduct of such training and hoped that the training would help UP Manila employees and contractors and supplies recognize its symbiotic relationship, wherein engagements done would benefit one another or mutually beneficial to both parties, and this initiative be a crucial step towards becoming partners in development building of the UP Manila community.
The first part of the training involves an overview discussion of the Republic Act 12009 or the New Government Procurement Act of 2024 (NGPA) and the New Philippine Bidding Documents, headed by Ms. Melody Jane L. Rojo, Director I of the Procurement Management Office of the UP Manila. In this session, she noted significant changes from the Republic Act 9184 or Government Procurement Reform Act of 2003 to the newly amended law and encouraged participation with the audience whether they have used the mandated changes (e.g., Philippine Government Electronic Procurement System or PhilGEPS) in their company. Furthermore, she provided a summary of the NGPA and reminded the audience on the application of these new laws to the procurement and bidding processes (e.g., deadlines, awards, sanctions, practical tips).
Afterwhich, the second speaker, Ms. Anna Katrina Pamatian, Administrative Assistant from the PMO, elaborated the process flow to be followed after successful procurement of goods as well as infrastructure contracts. In her discussion, she emphasized important procedures depending on the procured goods and the bidding cost (e.g., signatories) so that suppliers and contractors will have an easier transaction with the university and so forth.
Lastly, Engr. Tristan A. Mendoza, Engineer III from the Campus Planning, Development, and Maintenance Office (CPDMO) led the third session of the training regarding Contract or Project Implementation. In his talk, Engr. Mendoza also provided the participants a chronological walkthrough of the process flow followed by the CPDMO when implementing a contract within the university. He also added a few reminders regarding construction materials, debris, and progress payment/billing that suppliers and contractors should take note of whenever they engage with the UP Manila.
Also, Representatives from various UP Manila central admin offices and colleges took the opportunity to relay important reminders to the attendees should they consider entering a contract with UP Manila, which were on retention fees, requests on refund of end user, monitoring of bidding process, requesting extension of deliveries, double-checking submission documents, and reaching out to back secretariats or looking through the Facebook Page of the university to be updated about the latest news on bidding and procurement.
All in all, a total of 41 participants attended the Suppliers and Contractors Forum which was definitely helpful in raising concerns and clarifying information regarding procurement and bidding procedures within the UP Manila community.
