For most taxpayers, acquiring and maintaining personal property is as straightforward as buying from the nearest store, using it responsibly, and taking care of it until it reaches the end of its lifespan. If it breaks, you can have it repaired—or, for convenience’s sake, just buy a new one. But for government employees, managing public assets is an entirely different story—one that involves stricter regulations and sanctions when not observed, accountability, and effective inventory management skills—something far more complicated than just simple purchasing or replacement.
To train Supply Officers, Administrative Officers, REPS and Designated Staff of UP Manila and UP PGH in government property management, the Human Resource Development Office in collaboration with the Supply and Property Management Office (SPMO), conducted a face-to-face Property Management Training last February 28, 2025 at 8F Social Hall, PGH Central Block Building.
The training has the objective of strengthening the grasp of UP Manila employees on the principles, circulars, rules, and regulations regarding property management as mandated by the Commission on Audit (COA) and other government agencies, and provide employees with strategies and tools for efficient inventory management and documentation.
Mr. Isagani L. Bagus, Acting Chief of the UP System SPMO, served as the resource speaker for the event, and trained 197 participants about property management. With his extensive experience in the field, Mr. Bagus outlined the key steps in inventory taking and proper documentation, and discussed the different phases of the property and supply management system, modes of procurement, and the guidelines in inspection and acceptance of government property or items.
Apart from the basics, Mr. Bagus also taught the participants on the proper usage of COA-prescribed inventory forms, and provided techniques and strategies to properly record, and identify government items to maintain an accurate inventory count.
Ms. Essa Rona P. Tuble, Administrative Officer II, and Ms. Jennelyn C. Tiamzon, Senior Office Assistant, both from the Supply and Property Management Office of the UP System, also presented GAMIT, a digital tool for inventory management and documentation.
Dr. Hilton Y. Lam, Assistant to the Vice Chancellor for Administration and Finance, and Ms. Vicky D. Galvan, Chief of the UP Manila SPMO, both graced the event for their opening and closing remarks, respectively, as they highlighted the relevance of supply and property management training in inculcating accountability, transparency, and efficiency among government employees.
Throughout the event, Bagus also incorporated engaging games that exemplify organizational skills needed for managing property. He also entertained questions from the audience during the question and answer portion of the event, clarifying their concerns regarding property management
With 110 participants, the training encouraged meaningful discussions, and reinforced the skills of UP Manila employees in supply and property management.
