Out with the old, in with the new.
On February 25, 2025, a new law called the Republic Act No. 12009 or the New Government Procurement Act was enacted, which aims to streamline and digitize government procurement processes and frameworks. Given its recent enactment, there arises a need for government employees to adapt and embrace new practices in terms of handling procurement procedures.
To fulfill this goal, the Human Resource Development Office, in collaboration with the Procurement Management Office of UP Manila, conducted a hybrid, two-day Procurement Training last May 15 and 16, 2025 at the UPM Boardroom and 8F Social Hall, respectively. On the first day, UP Manila Deans, Directors, Heads of Units/Offices, Bids and Awards Committee (BAC) Members, and Technical Working Group (TWG) were oriented about RA 12009, while the second day focused on educating UP Manila Unit/College Administrative Officers, Supply Officers, and Designated Staff regarding the said law.
With his expertise in procurement processes, Mr. Isagani L. Bagus, Acting Chief of the UP System Supply and Property Management Office (SPMO), served as the resource speaker for the event.
Before the start of the event, Dr. Johanna Patricia Adevoso-Cañal, Vice Chancellor for Administration and Finance, delivered her opening remarks, explaining the importance of skimming through RA 9184 to gain a perspective on the key changes seen in RA 12009 to be discussed during the training.
After the opening remarks, Mr. Bagus proceeded with the morning session of the training. He discussed the objectives of RA 12009, and the motivations behind its legislation and reenactment into law. Mr. Bagus also discussed the functions of BAC Members, Technical Working Group, as well as provided a comprehensive background on RA 12009.
For the afternoon session, Mr. Bagus delved into the complexities of procurement processes in accordance with RA 12009; he explained the different modes of procurement, the procurement paradigm, and various processes on acquiring goods and services.
Following the 7-hour discussion was an interactive question-and-answer session where Mr. Bagus entertained a multitude of questions from the audience–both online through Zoom, and face-to-face. This initiative provided a space for participants to clarify their concerns on procurement processes given the recent changes brought by RA 12009.
The two-day program ended with a message from Ms. Melody Jane Rojo, Director of the Procurement Management Office of UP Manila. She thanked the attendees for their active participation, signifying their commitment to efficiency in terms of procurement. Ms. Rojo also invited the participants to join their future events related to procurement like the Procurement Planning Workshop to be conducted in June 2025.
With 102 participants joining the first day of the training, while the 312 attendees taking part on the second day, the training concluded with a success—a marker of the commitment of UP Manila employees to honest and transparent governance.
