Course Description
As a government agency, the University of the Philippines Manila (UP Manila) operates within a framework of public accountability to ensure compliance with established rules for processing, disbursement, liquidations, and record-keeping of funds as specified in the Government Accounting Manual (GAM). This mandate requires UP Manila employees involved in financial transactions, particularly those handling petty cash and cash advances, to adhere strictly to the policies and procedures outlined in GAM.
Performance Objectives
Determine key principles, circulars, and executive orders governing the handling of petty cash and cash advances issued by the National Government, Commission onAudit (COA), Department of Budget and Management (DBM), and other relevant authorities.
Identify ways for proper use and management of petty cash funds and cash advances in accordance with government regulations
Describe proper procedures for liquidation, reimbursement, and documentation of petty cash and cash advances
Recognize common mistakes and pitfalls in managing petty cash funds and cash advances
