The Sustainable Development Goals set the direction for DRRM practice to be strengthened across the globe. Looking towards achieving a sustainable future for all (United Nations, www.un.org), it points all actions to address existing global challenges, which includes the risk for disasters that can significantly affect life and the way of living.
Disaster risk reduction and management has been a global thrust since the birth of the Hyogo Framework for Action in 2005-2015 which called for nations to address the growing impact of disasters, and for DRRM to be made known to stakeholders. Following its implementation, the Sendai Framework for Disaster Risk Reduction (SFDRR) was launched as a non-binding 15-year agreement among countries to strongly advocate the shared role of the state and its stakeholders to reduce disaster risk. It entails the four priorities of action:
Understanding disaster risk
Strengthening disaster risk governance to manage disaster risk
Investing in disaster risk reduction for resilience
Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction
The City's practice on DRRM anchors to this framework to guide the goals, outcomes, and interventions to become responsive to the call of creating communities that are safe, sustainable, and resilient
Following the devastating aftermath of Typhoon Ondoy in 2008, the country strongly called for a proactive, comprehensive, and multi-sectoral approach in managing disaster impacts in the country, thus the birth of Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010.
The law encompassed the need to empower and engage local governments, local communities, private sectors, and civil society organizations in strategizing and implementing actions to prevent and mitigate risks, prepare, respond, and recover from hazards impacts to minimize potentials to translate such situations into disasters.

The National DRRM Plan provides the outline and strategic direction to strengthen the capacity of all national and local government units, in collaboration with the private sector, to create disaster resilient communities in the country. The plan also emphasizes on policies and frameworks to which disaster risk reduction and management in the country is anchored, streamlining priority areas is DRRM: Prevention & Mitigation, Preparedness, Response, and Recovery and Rehabilitation.

The Makati DRRM Plan 2019 - 2030 heeds to the call to review and enhance local DRRM plans to ensure its consistency to the goals and target outcomes of disaster resilience at the local level. It elaborates on the City's progress in its actions towards disaster risk reduction and management, and localizes its strategies based on the international and national frameworks of practice as cited in this page.
