UP CHK Library Rules and Regulations
REQUIREMENTS
Students who are currently enrolled, regular faculty and staff of UP may use the library upon presentation of a valid UP ID. A UP Mail Account is also necessary in order to borrow books.
Alumni, former faculty and staff may use the library upon presentation of a valid ID and proof of former UP status. They will be issued a special library card which will entitle them to free use of the library for five (5) days per semester or summer; after which they will pay a research fee of Php20.00/ day or Php450.00/year.
Government researchers may use the library on MONDAYS upon presentation of a valid office ID and referral letter from the office of the head librarian. They will be issued a special library card upon payment of P20.00/ day. (Accepting visitors (including undergraduate students) every Monday and Saturday (limited slots available). An appointment is required to gain access to the collection.)
Private researchers and graduate students from other schools may use the library on MONDAYS & SATURDAYS only, upon presentation of a valid office or school ID and referral letter from the office’s or school’s head librarian. Advance notice should be given at least three working days before the visit. The referral letter should have the original signature of the endorsing official with the name of the researcher included in the letter. They will be issued a special library card upon payment of a research fee of Php50.00/day ; Php450.00/semester; or Php300.00/summer. (Accepting visitors (including undergraduate students) every Monday and Saturday (limited slots available). An appointment is required to gain access to the collection.)
PRIVILEGES
Undergraduate students are allowed to borrow five (5) circulation books while graduate students can borrow ten (10) circulation volumes. Circulation books may be borrowed for two weeks during the semester and one week during the summer. These are renewable only once—on the due date. One reserve book may be borrowed overnight and should be returned on or before 9:00 am the following day.
Ten circulation books may be borrowed by the faculty for one month. These materials are renewable only once– on the due date.
Ten circulation books may be borrowed by Research, extension and Professional Staff (REPS) and five circulation books by regular administrative staff for two weeks. They are renewable only once– on the due date.
Alumni, former faculty and staff of UP, government researchers, private researchers and graduate students from other school have Library Room–Use privileges only.

Circulation Book
Php2.00/day exclusive of Sundays and Holidays
Reserve Book
A student who fails to return the book on time shall pay Php1.00 for the first hour; Php5.00 for succeeding hours; Php50.00 for one full day inclusive of Sundays and Holidays. A second offense within a semester shall subsequently suspend/curtail this privilege for the rest of the semester or summer.
Lost Book
Replacement of same title or payment of its current value plus 50% of the cost of the book. If lost book is found, a fine of Php2.00/ day is computed from the due date until date of return, but not to exceed the current cost of the book. If current cost cannot be assessed for certain materials, Filipiniana materials, 50% will be added to the acquisition cost.

IDENTIFICATION CARD
A bona fide student of the University who losses his identification card shall report the loss immediately to the college library. Students are instructed to secure a temporary ID in order to use the library.. In securing a temporary ID, one needs to present their Form 5, Receipt of payment for ID, appointment slip coming from the registrars office and 1x1 picture. The temporary ID is valid until the date indicated in the appointment slip.
Falsification and Use of someone else’s Identification card
Any person who falsifies the identification card shall after due process be suspended from the University for not more than one (1) semester. any person who uses an identification card (ID) not his own shall have his library privileges suspended for not more than one semester ( Based on University Library Rules)
COMPUTER USAGE CARD
Undergraduate students with student number 2007 and above are issued with a Computer usage card. This entitles them to a 20-hour free internet surfing and use of electrical outlets. The Computer usage card is non-transferable and must be presented with the ID card. No replacement of lost card, hence privilege of using the electrical outlets and computers for free is likewise forfeited.
UP CHK Library Donation Policy
(Based on University Library Collection Development Policy Version 3, 2020)
1. Proposed gifts of library materials are subject to acceptance by the Gifts and Exchange Librarian who makes decisions based on the Library’s collection development policy.
2. When a gift is accepted, it becomes the property of the UP CHK Library. The UP CHK Library has the right to determine whether the gift will be retained, where it will be located, how it will be organized.
3. Materials not retained for the library collection may be given to other libraries or recycled.
4. The UP CHK Library does not accept collections of materials that must be provided separate housing or shelving or given extraordinary treatment other than those that by nature or value would be destined for the Rare Book Collection.
5. The UP CHK Library does not agree to a date for processing and assimilating donated materials but will complete these steps as practicable.
6. Each donated material shall have book plates sticker with the name of the donor and the date when it was donated. The Library will acknowledge the donor through a written communication.
8. Materials that are generally not accepted include:
Photoduplicated materials (i.e. books, journals, etc.)
Outdated or superseded materials
Scattered volumes of multi-volume sets, unless needed to complete sets
Scattered or single issues of periodicals, unless needed to complete holdings
Materials in poor and unserviceable condition or those that are heavily highlighted
Duplicates of material already available in the library unless additional copies are needed
Unlicensed audiovisual materials, computer programs, electronic files, etc.
Electronic resources categorized as non-commercial personal use only and individual subscriber’s rate.
Materials that require specific equipment or player that are no longer available in the library (i.e. Betamax, VHS tapes)
9. The University Library shall not be liable for any expenses (i.e. custom’s tax, delivery charges and other fees) for the delivery of donated materials.
10. The University Library does not provide appraisal value of donated materials for any reason.
