2.     Rules and Regulations

The following rules shall apply to all students residing at the hostels. Violation of any rule shall make the boarder liable to disciplinary action including expulsion from the hostel and a case may be forwarded to the Disciplinary Committee of the University with the recommendation of Chairman Halls Council and Warden.

2.1. After allotment, a student will continue to be a hostel boarder throughout the semester/year unless otherwise debarred from the hostel on disciplinary grounds. Unless one clears the hostel dues, one shall not be allowed to take University Examinations.

2.2. The admission into hostel is valid up to commencement of summer vacation/end of academic program whichever is earlier.

2.3. Allotment shall be continued until applied for cancelation about one month earlier to the commencement of immediate next semester as per university academic calendar if boarder has intention of discontinuation of allotment. In case of failing, the boarder will have to pay hostel-dues for commencing semester/year.

2.4. Boarders are not allowed to install and/or use any electrical appliances except electric iron, provisionally.

2.5. The rooms should be kept clean and hygienic and may be inspected at any time by hostel administration. Boarders may be fined by the hostel administration in case, their room(s) found untidy.

2.6. Boarders are prohibited from any kind of wall chalking, slogan inscriptions, murals, obscene drawings or pasting stickers on the hostel walls, rooms and notice boards.

2.7. Boarder are responsible for safe-keeping of his/her personal-belongings, room & hostel- belongings and the surrounding environment.

2.8. Boarders shall request the warden office in a prescribed-way, in case of any complain regarding rooms, corridors, toilets, mess etc. Hostel administration is admissible to resolve it as soon as possible.

2.9. Boarders shall bring complaints against the hostel employees to the notice of the Assistant/Deputy Warden or Warden and shall not deal with them directly on their own.

2.10. In case of damage or loss of hostel property; the cost shall be recovered from the boarder(s) responsible for such damage or loss, if identified, or from all the residents of the room/ wing/block/hostel, as decided by the warden office or authorities.

2.11. Shifting/movement of furniture/fixture from one place to another is not allowed without prior permission from hostel administration. In case of any such occurring/happening, the responsible shall be penalized.

2.12. Boarder shall have to vacate the hostel as and when required by competent authority.

2.13. During summer-semester, only those boarders shall be allowed to stay, who are registered in said summer semester as per hostel rules.

2.14. Access/reopening of rooms during vacations/holidays shall only be allowed with the prior permission of hostel administration.

2.15. Change of allotted-room may be reviewed/considered case to case and shall be approved by Warden on recommendation of Deputy Warden and decision of hostel administration shall be considered as final.

2.16. Boarders involved/indulged in any unlawful activity outside the campus, would solemnly be responsible/answerable to the law-enforcement agencies for violations of the laws of land. However, if any such incident is reported to university administration then any strict action may be taken against the said boarder(s) as per university rules.

2.17. Ragging in any form, including teasing, bullying, abusing, harassment, shouting, playing practical jokes or causing injury to any boarder or asking the new boarder(s) to do any act or to perform such things, which causes physical or psychological harm or raises apprehension of fear, shame or an embarrassment to the boarder(s), is strictly prohibited.

2.18. Entrance in the hostel without hostel identity card is not allowed. All boarders are required to always carry their valid hostel identity cards issued by the hostel administration. Checking of hostel ID Cards shall be carried out randomly.

2.19. The hostels are declared as smoking-free zones and smoking is strictly prohibited in the rooms as well as in the hostel premises. Heavy fine shall be imposed and one’s parents/guardian may also be intimated for the same.

2.20. If cigarette butts, match-boxes, lighters, ashtrays, sheeshas, cigars or any smoking related material is found in any room, all boarders of the room shall be penalized. However, a favor may be granted to the one who informs the hostel administration regarding the same.

2.21. The complaints made by the roommates regarding smoking in the rooms would surely result in imposition of fine along with strict warning or cancellation of allotment or both.

2.22. No right in nature of tenancy or any other like right is created by occupation or use of hostel premises and property. A student is merely permitted to temporary stay in the hostel, under the rules and regulations framed by the University, from time to time.

2.23. Anybody found involved or facilitating in any criminal activity e.g. theft, physical handling, using abusive language, involved in use or peddling of narcotics shall be penalized in the form of fine leading to expulsion from the hostel.

2.24. The warden may impose a fine as per hostel policy.

2.25. Following activities are unlawful and hostel administration may expel the boarder from hostels if found in any of the following/such other activities declared unlawful by the university/hostel authorities:

a) Becoming member of any student union, anti-state or banned organization.

b) Creating trouble in hostel premises including carrying out, organizing or inciting others for a strike.  Printing, writing and/or distribution of pamphlets/handouts or any such methods to disturb the hostel environment will be considered as a punishable offense.

c) Threatening or shouting at boarders, staff members or mess workers.

d) Overstaying at the hostel after completion of on campus duration/specified period/completion of degree.

e) Damage to the property of hostel/university.

f) Misuse of hostel facilities.

g) Bringing/inviting/harboring non-entitled persons in the hostel.

h) Gambling in any shape or form.

i) Borrowing/lending money from/to students as well as the hostel staff.

j) Creating monetary dispute between/among Boarders.
