This is going to be an unusual (but hopefully productive!) format. We'd like the entire conference to revolve around the following three open questions in GW populations. All three themes require key inputs from both astro modelers and data analysts.
Parametrization. Design a parametrized model with meaningful astro parameters. Relation between parametrized and nonparametric models: interpretability vs flexibility. What do we learn from which approach? Complementarity?

Correlation. It's time to go beyond marginals: are mass/redshift/spins/other correlated? Are current claims premature? How to decide? What are the astro predictions? Today, tomorrow, or 3G? Are the extrinsic parameters important for population studies?

Falsification. From the astro side: go through your favorite pet channel (or subchannel or whatever) and list things that the model *cannot* possibly predict. From the data side: how do we say that our model is (not) good enough?

We are planning to dedicate the first day (Monday) to the introduction of these three themes. We will then work on one theme per day on Tuesday, Wednesday, and Thursday. Finally, Friday (which is only half a day) will be dedicated to making plans and deciding if/how to go forward with these topics.
Session leaders will solicit mini-talks / contributions from workshop participants, organize discussion sessions, breakout groups to work on paper ideas, etc. In addition, we are planning to dedicate <~1h per day to flash talks for people who do not otherwise get to introduce themselves during the main sessions.
We think these three themes are the open questions in our field and, ideally, our findings can help GW astronomy going forward. Let's see how things go, but it would be great if the outcome of this workshop could be documented in some form (a list of open problems on a website? a mini-review? a set of notes? a paper?). It could be three different documents or a single one.
