Stable data identifiers prevent URL links from breaking for those who are using your data dynamically in web maps or for sites that aggregate resources. They also reduce time required to maintain and update links within your own organizational website, protecting investment of time and labor in the resources you have created.

Go to: File → Share As → Service → Overwrite Existing Service
When adding a layer to ArcGIS Online to be used in Hub, a URL to the service will have a number on it so the request goes to the right layer. It can be problematic in older versions of ArcGIS Server when changes are made to the services that affect the order of these numbers. In ArcGIS Server 10.3, on the map service's MXD data frame properties, you can enable persistent layer IDs. This means that if the layers are reordered or new data is added or removed from the service, the existing links will not break.
