On February 26, 2025, an email was sent by the Office of the President to the U-M community announcing proactive measures the university is undertaking to offset the impacts of federal funding changes. These measures impact hiring, non-essential expenditures, and capital spending.
This page is designed to provide you with the necessary information and resources for navigating the mandated hiring approval review in response to the recent guidance from university leadership.
Effective 2/26/2025, a hiring review process has been implemented in which all hires must be reviewed by the president or executive vice presidents.

Form Submission:
Hiring teams are required to submit the appropriate CoE Hire / Offer Approval Request Form (Staff or Faculty) for all job postings and job offers.
Signed offer letters dated prior to February 26, 2025 will be honored and will follow the standard college policies and practices. The review process is not required.
Postings listed on U-M's Career's website prior to the mandate will require the submission of the CoE Hire / Offer Approval Request Form.
Dean's Office Review:
The Dean's Office conducts the initial review of all requests.
President's Office Review:
If the Dean's Office approves the request following the initial review, RPM HR will escalate the request to the President's Office using the TDX ticketing system.
Notification:
Upon review completion, RPM HR will notify the hiring team of the decision and provide the TDX ticket number, if applicable.
Documentation Requirements:
If approved, a note in eRecruit under the "Activities and Attachments" tab is mandatory.
Include the TDX ticket number in the subject line and set to "public" status as evidence of approval. RPM HR will provide this number.
