Libbie Buchele

Libbie Buchele has a dual Master’s in Public Policy and Public Health from the University of Michigan. She has worked for the US Department of Health and Human Services (HHS) Office for Civil Rights since October 2018, where she manages contracts, takes on special projects (such as serving as the administrative and operations manager for the new White House Initiative on Asian Americans, Native Hawaiians, and Pacific Islanders), and manages the regulatory comment review process for several key civil rights regulations.  Before that, she worked for the HHS Office of the National Coordinator for Health IT’s Office of the Chief Privacy Officer (OCPO) for 7 years, where she was responsible for all budget, contracts, HR and other operational matters within OCPO, including several contracts regarding protecting privacy and security in the health care system.  She was formerly the Chief Operating Officer at the Medicaid and CHIP Payment and Access Commission (MACPAC).  Prior to working at MACPAC, Libbie was a Deputy to the Deputy Director of Administration and Management at the HHS Office of Consumer Information and Insurance Oversight (OCIIO, now CCIIO).  Libbie has practical experience with Health Information Technology through her nine years of provider experience, having worked as a Health Center Manager and later Director of Revenue for a network of community health centers (CHCs) in DC.  Libbie was managing a health center during HIPPA implementation, and later served as a key member in the implementation of the CHCs’ electronic health records system.  Prior to working at the health center, Libbie worked at HHS in ASMB (now ASFR) as a senior program analyst, analyzing the budgetary impacts of changes in Medicaid policy.  

Amanda Menzies

Everything Amanda does is guided by two principles—integrity and equity. As a vice president at Public Sector Consultants, she works with clients to develop and implement policies to ensure all Michiganders have access to physical and behavioral healthcare services. Amanda is currently supporting the development of a statewide continuum of behavioral health crisis services, evaluating programs to expand access to breakfast in schools, and conducting research on access to post-acute brain injury treatment. Amanda often facilitates large- and small-group discussions to find consensus on tough policy issues.

Amanda has a BA in Interdisciplinary Studies from Michigan State University and an MPH in Health Management and Policy from the University of Michigan. She has been with Public Sector Consultants since 2001.

Rose Duhan

Rose Duhan has served as the President and Chief Executive Officer of the Community Health Care Association of New York State (CHCANYS) since 2017.  CHCANYS represents New York’s 70 community health centers that provide comprehensive primary, dental and behavioral health care services to support the health and well-being of every person who walks through their doors.  New York State community health centers create access to care and serve over two million patients annually.  Ms. Duhan is responsible for providing strategic vision and leadership to the organization, working with the Board of Directors in crafting CHCANYS mission, vision, and goals and executing strategies to achieve those goals. 


Ms. Duhan has crafted and implemented health care policy in New York State inside and outside of government at both the state and local levels. Prior to CHCANYS, she served as the Assistant Secretary for Health and the Assistant Secretary for Mental Health in the Office of Governor Andrew M. Cuomo, where she assisted with development and implementation of the Governor’s health and behavioral health agenda. At the local government level, she worked for Albany County in the Department of Management and Budget, designing and implementing long term care system reform. Ms. Duhan’s experience also includes statewide policy development and advocacy for the New York Health Plan Association (HPA) and the Healthcare Association of New York State (HANYS).

Michael Budros 

Michael is a Manager with Manatt Health in D.C. where he focuses primarily on state and health plan strategies related to Medicaid payment and delivery reform. Previously, Michael worked for Healthsperien as Senior Policy Director, and provided analysis and strategic direction to clients regarding Medicare and Medicaid policy. Michael was a Winston Health Policy Fellow for the U.S. House Energy and Commerce Committee and received his Bachelor of Science, Master of Public Policy, and Master of Public Health from the University of Michigan.

Flojaune​ ​Griffin​ ​Cofer

Flojaune​ ​Griffin​ ​Cofer​ ​is​ ​a​n epidemiologist​ ​who​ ​serves​ ​as​ ​the​ Senior Director​ ​of Policy  for Public​ ​Health​ ​Advocates. She manages a team of staff leading health equity  initiatives focused on California state policy, boys and men of color (My Brother's  Keeper), community-based 911 response (First Response Transformation), youth  

trauma prevention in cities (All Children Thrive), and most recently public health  response to COVID-19 (California COVID Justice: Recovery, Response, Repair). ​Her​ ​ professional​ ​interest​ ​is​ ​addressing ​emerging​ ​and​ ​persistent​ ​public​ ​health challenges  through research, policy, and community engagement. Her work primarily focuses  on public health prevention. 

Prior​ ​to​ ​joining​ Public​ ​Health​ ​Advocates,​ ​she​ ​led​ ​the​ ​preconception​ ​health  initiative​ ​for​ ​the​ ​California​ ​Department​ ​of​ ​Public​ ​Health.​ ​Flojaune received​ ​ Bachelor’s​ ​degrees​ in​ ​Chemistry​ ​and​ ​Women's​ ​Studies​ ​from​ ​Spelman​ ​College. Her​ ​ public​ ​health​ ​training​ ​was​ ​at​ ​the​ ​University​ ​of Michigan,​ ​School​ ​of​ ​Public​ ​Health​ ​ where​ ​she​ ​earned​ ​a​ ​Master’s​ ​in​ ​Public​ ​Health​ ​and doctorate​ ​in​ ​epidemiology.​ ​  

She is an alumna of California Epidemiologic Investigation Service and the Nehemiah  Emerging Leaders Program. 

Flojaune ​is​ ​deeply​ ​committed to civic engagement having served in various  capacities on local boards, committees and commissions, including the Active  Transportation Commission, Mayors' Commission on Climate Change, Sheriff's Outreach  Community Advisory Board, Board of Directors for Girl Scouts Heart of Central  California. She is currently serving her fourth term as chair of the City  

of Sacramento Measure U Sales Tax Community Advisory Committee and is a  member of the People's Budget Sacramento. She helped to create the  Sacramento Sister Circle Voter Guide in partnership with the Sacramento chapter  of Black Women Organized for Political Action (BWOPA) and co-hosts the  Sacramento political podcast, Voices: River City. For her professional contributions and  community participation she was awarded the Young Professional of the Year  Award by the Sacramento Urban League, the Exceptional Woman of Color  Award by the Sacramento Cultural Hub, the 40 Under 40 Award by the Sacramento  Business Journal͕. 

Lia Daniels

Lia is a Director of Health Policy at the Illinois Health and Hospital Association (IHA), a trade association advocating for Illinois' more than 200 hospitals and nearly 40 health systems. She currently provides leadership on a range of healthcare policy and reimbursement issues at IHA, including behavioral health service delivery and workforce needs, telehealth and other emerging healthcare topics. Serving in IHA’s policy division since 2014, Lia also provides oversight of a hospital behavioral health leadership forum and statewide constituency section. Previously, she worked as an analyst at the Center for Value-Based Insurance Design, in accreditation at the Medical University of South Carolina, and in government roles focusing on project management, federal healthcare program analysis and public health-focused disaster relief. Lia has a Master’s degree in Public Health focusing on Health Management & Policy and a Certificate in Risk Science and Human Health from the University of Michigan. She has a Bachelor of Science in Anthropology and Psychology from the College of Charleston. From 2015 to 2020, Lia served on the Board of Directors at the National Alliance for Mental Illness, Metro-Suburban Chapter in Oak Park, Illinois. 

Yaqoota Aziz

Yaqoota Aziz is a Senior Business Consultant at Health Care Service Corporation (BCBS of IL, MT, NM, OK, TX), specializing in strategic intelligence and developing growth & revenue diversification strategies. Prior to HCSC, she worked in strategy at BCBS of Michigan and was an administrative fellow at Beaumont Health (CoreWell). She completed her MHSA from the University of Michigan and her BS in Public Health from the University of Illinois. In her free time, she volunteers with and serves on the Associate Boards of Girl Scouts and Tutoring Chicago - both organizations focus on enabling children's success academically and by developing them as future leaders. 

Christina Wong

Christina is currently a doctoral student in Population Health at Thomas Jefferson University. She has over twenty years of experience in hospital operations and health systems, community health, and policy. She is a Fellow of the Healthcare Financial Management Association and holds master’s degrees from both Johns Hopkins University, in Population Health Management, and the University of Michigan, in Health Services Administration. She has a bachelor’s of science in Biology and Asian American Studies from UCLA.

She currently resides in Greater Cleveland, Ohio with her husband and young daughter.

Jessica Prieskorn

Jessica Prieskorn is a 2018 MHSA graduate of the University of Michigan, School of Public Health, Health Management & Policy program. Following graduation, Jessica pursued an Administrative Fellowship at Ann & Robert H. Lurie Children’s Hospital of Chicago working on a variety of health care operation and strategic planning projects for the hospital. Over the past four years, Jessica has worked at Northwestern Memorial HealthCare in the Value-Based Care department and currently oversees the Government portfolio. Her work entails managing one of the largest Medicare Shared Savings Programs in the country and assessing any new government VBC contracts for the health system.

Dominique Morgan

Dominique Morgan, MPH, (she/her) is the incoming Chief Operating Officer of Health Leads - a nationwide non-profit focused on improving health equity in community, institutional and municipal based health care institutions. Most recently, Dominique was the  Market President for VillageMD of Michigan where she lead Clinic and Population Health Operations for the market, with a focus on driving the growth of value-based primary care. 

Dominique is passionate about transforming health outcomes and health populations. Prior to VillageMD, Dominique founded Morgan Solomon Consulting, a healthcare consulting practice, focused on population health and value-based care solutions. She served as Chief Operating Officer of Steward Medical Group and Vice President of Population Health for Steward Health Care and was with Kaiser Permanente in Northern California for 8 years leading Northern California Complex Needs Populations portfolio, and Women’s Health. 

Dominique’s passion is cultivating health care and community health outcomes to address disparities in care and community. She believes that public health, health care delivery, sustainable and economic development are all key stakeholders in solving for health inequities. On a personal note, she’s working with her family’s foundation to put sustainable development in action in her hometown of New Orleans. 

As an operator, Dominique believes in cultivating the best from the team. Her philosophy is very much “let’s run together to run far”. And while she gravitates to solving big, ambiguous problems, she’s inclined to look for solutions that create structure to support ongoing processes and growth. Sustainability and the capacity to evaluate and expand are principles she leverages to effectively manage and grow organizations I’m responsible for. 

As a national speaker on ACO, Medicaid expansion, community collaboration, patient /consumer engagement and the importance of health technology, she reflects on her experience with VillageMD, Kaiser Permanente, Steward Health Care and as a consultant to assist other care delivery systems across the country, helping develop and enhance their care management and population health efforts. 

Dominique is a self-proclaimed, “Mom-prenuer” – which means she has several ventures and hobbies that support her ability to be actively involved in her teenagers’ life (she has 2) Additionally, she is sits on the National Board of Peer Health Education and Franciscan’s Children’s Hospital in Boston. 

Dominique received Bachelor of Arts degrees from Cornell University in Biology and Political Science, and a Master of Public Health in Health Policy from the University of Michigan. Dominique also has her Black Belt certification in Lean Six Sigma. Dominique is a member of the American College of Healthcare Executive (ACHE), National Association of Health Service Executives (NAHSE).

Alyssa Mouton

Jacquie Baird

In Atlanta, Georgia, Jacquie co-chaired the Swine Flu campaign with the Centers for Disease Control. She chaired country-wide Healthy Initiatives for local businesses and industry and implemented CDC Health assessment as a test site. 

In the Washington, D.C. metropolitan area, Jacquie created the Health Promotion program with eight sites based in Alexandria, Virginia. She created and sold employee wellness and occupational health programs to metro D.C. hospitals and businesses. Her wellness program was used as a model, and she was a speaker, for the Assistant Director of Health and Human Services. She chaired the White House Health Promotion Council. She mentored over 200 students from 30 universities. She was a guest lecturer at six universities and a speaker at APHA conventions. She created a business and consulted with the Department of Army and multiple hospitals in Maryland. 

In Ann Arbor, Michigan, Jacquie mentors students in Michigan and New York in public health, kinesiology, and business. She wrote and taught high school online health courses for the State of Michigan. Also taught “How to Create a Business Using Google Products” and presented at MiGoogle Statewide conference. Coached swim and volleyball teams at the Middle School level.  

Jacquie was born and raised in Ann Arbor. She holds M.P.H and M.A. degrees from the University of Michigan and a B.S. from Michigan State degree.
