COMPLETER IMPACT IN CONTRIBUTING TO P-12 STUDENT LEARNING GROWTH
Dispositions, Attributes, and Proficiencies (DAP)
The purpose of the Dispositions, Attributes, and Proficiencies (DAP) Interview Activity is to assess the professional dispositions of teacher candidates in our Educator Preparation Programs. In alignment with CAEP Standard 1 Component R4.1 Completer Effectiveness and CAEP Standard 3 R3.2 Monitoring and Supporting Candidate Progression, the DAP completed during AY 2024 - 2025 shows that the teacher candidates at the University of Michigan-Flint have the dispositions, attributes and proficiencies expected when entering the teacher profession.
There were a total of 53 teacher candidates that completed the Dispositions, Attributes, and Proficiencies (DAP) in the beginning of their program, prior to clinical field experiences. Feedback from the interviewers is provided to the teacher candidate. Analysis of the DAP results are in the figure below.

CPAST Evaluation
The Candidate Preservice Assessment of Student Teaching (CPAST) is a valid and reliable evaluation used during student teaching to observe and assess the teacher candidates’ ability to teach in the classroom. Assessment scores are constructed through consensus meetings between, the teacher candidate, the cooperating teacher, and the university supervisor. In alignment with CAEP Standard 3 R3.3 Competency at Completion and Standard 5 R5.2 Data Quality, the CPAST evaluations completed during AY 2024-2025 shows that teacher candidates at the University of Michigan-Flint are positively impacting student learning and growth in P-12 classrooms, while demonstrating that they are prepared to be in the profession upon graduation.
Table 2 below is a broad representation of each aspect of success within th CPAST. To create the percentages we first added the percent of students who were meeting or exceeding that CPAST category, then we took the average of for example the four categories under Planning for Instruction & Assessment.
Table 3 expands the percentages for each category and includes the average along with standard deviation.
Due to the requirements stated by The Ohio State University CPAST MOU, we are unable to publicly share the rubric.

The Michigan Department of Education’s (MDE) Educator Preparation Institution (EPI) Annual Performance Report
For the 2026 reporting year, the MDE uses the following calculation: Eligible teachers for this calculation are those who (1) earned their initial certification received within the last five years, (2) have no more than 3 years of teaching, and (3) have an effectiveness rating in the most recent academic year. Within this population, the number of effective and highly effective ratings are summed for the most recent year, and this total is divided by the total number of eligible ratings during this time frame. Each individual is only counted once in the annual rating. The data for this calculation is a part of the data provided to EPIs in March each year. The 2026 Educator Preparation Institution (EPI) Performance Scores show that
we are “satisfactory” for the 2026 reporting year.

COMPLETER EFFECTIVENESS OF OUR ADVANCED PROGRAM
The Cooperating Administrator Key Assessment Completed EDL 690 in Winter 2025 (N=7)
The cooperating administrator assessment is the final capstone for the educational administration master of arts program. In this course, students complete a minimum of 150 hours of direct observation or practice of administrative roles, functions, or responsibilities under the supervision of an on-site cooperating administrator. At the end of Winter 2025, all seven students enrolled in the course met the requirements of degree completion and career readiness.
