Cesar Garcia is a dedicated educator with a rich career in teaching and administration at United ISD. He began his journey as a math teacher at George Washington Middle School, where he taught from 2003 to 2008. He then continued his teaching career at Trautmann Middle School from 2008 to 2014. Demonstrating exceptional leadership skills, Cesar was promoted to assistant principal at Trautmann Middle School, a role he served in from 2014 to 2017.
In 2017, Cesar transitioned to the Instructional Accountability Department as a Data Evaluator, where he worked until 2023, focusing on improving educational outcomes through data analysis. His commitment to student success and his reputation as a stand-up guy earned him a promotion in August 2023, when the United ISD Board of Trustees appointed him as the Director of Student Assessment. Throughout his career, Cesar has been known for his unwavering dedication to the success of his students and his integrity in all his professional endeavors.
Jeanette Fernandez

Jeanette Fernandez began her career as a Social Studies teacher and department head at Lamar Middle School from 2002 to 2009. She then advanced to the role of grant coordinator at Laredo ISD from 2010 to 2013. In 2014, she moved to United ISD, where she was instrumental in establishing the Instructional Technology department as a program coordinator. Her experience in the technology department prepared her for her current role, which she has held since 2020, as the District Testing Coordinator for Online Assessments with the Student Assessment department, where her main focus is ensuring the integrity and efficiency of online testing processes.
Jeanette is a dedicated board member for the Children's Advocacy Center, a position she holds dear. She loves spending weekends at home with her husband, her Frenchie Leo Messi, and taking naps. Jeanette is also a proud mother of two Texas A&M Aggies, Carlos Jr. and Alexa.
Lee Gignac

Lee Gignac is a dedicated educator and developer with a rich history of service and innovation. After graduating from Texas A&M University - College Station, Lee began his career as a District Executive for the Boy Scouts of America in North Carolina. In 2008, he returned to his hometown of Laredo to embark on a teaching career at Lyndon B. Johnson High School. Over 11 years, he taught World History, World Geography, US Government, Economics, and AP Government and Macroeconomics. Additionally, he coached basketball, coordinated UIL Academics, and took on numerous other roles within the campus community. Lee's expertise and leadership were recognized with his promotion to Campus Testing Coordinator. In 2020, he transitioned to the Data Evaluation team at Curriculum and Instruction, where he has developed and maintained various databases for UISD. His innovative contributions have significantly advanced the Instructional Accountability Department and Student Assessment.

Ricardo Guerra is a seasoned developer with over five years’ experience as a Data Evaluator at United Independent School District (United ISD), where he has dedicated over a decade to enhancing educational systems and data management. In his current role, he manages and maintains the Student Growth Measure, Student Growth Measure Non-Roster, and High School Student Profile Databases on the IRIS platform.
With a strong foundation in Business and Information Science, he holds a Bachelor of Business Administration from Texas A&M University-Corpus Christi, a Master of Business Administration from Texas A&M University-Commerce, and a Master of Science in Information Science from Texas A&M International University. Beyond his work at United ISD, Ricardo contributes to the academic community as an Adjunct Professor at Texas A&M University-Corpus Christi, where he shares his knowledge and experience with the next generation of business and technology professionals.
Ernesto Arriaga

Ernesto earned his bachelor's degree in Secondary Education with a focus on Math for grades 4th through 8th from Texas A&M International University (TAMIU). He began his career as a middle school math teacher in 2012, spending a decade at Trautmann Middle School. In 2018, Ernesto advanced his education by obtaining a master’s degree in Teacher Leadership in Technology/Administration from Lamar University. In 2022, he joined the Curriculum and Instruction team within the Career and Technical Education (CTE) department.
In the summer of 2024, Ernesto transitioned to the Instructional Accountability/Student Assessment Department, where he continues to support the district's educational goals.
Pamela Mendoza

Pamela Mendoza is an experienced professional with a strong background in the insurance and mortgage fields. Originally from Houston, Pamela worked as a licensed insurance agent and mortgage broker until 2007. In November 2007, she and her family relocated to Laredo, where she focused on raising her three youngest children.
Pamela transitioned to a new chapter in her career after years of being a devoted stay-at-home mother and active parent volunteer at Matias De Llano from 2012 to 2018. The relationships she built during this time opened up opportunities, leading her to join Amparo Gutierrez Elementary as an office clerk in August 2019. In September 2021, she moved to the Curriculum & Instruction’s Student Assessment department, where she currently serves, bringing her valuable life experiences and dedication to her role.
Outside of her professional life, Pamela is a devoted mother who cherishes the time she spent raising her children. Her commitment to her family and community is reflected in the strong bonds she has formed with her colleagues, who she considers her extended family.
Aldo Flores

Aldo R. Flores was born in Laredo, Texas, in 1973. After obtaining his GED in 1991, Aldo began his career with Burlington Air Express, where he worked diligently for over two decades, from 1991 to 2012. In 2013, he transitioned to a new role at the United Independent School District, where he currently serves as a Driver/Clerk. In this capacity, Aldo contributes to the efficient operation of the Student Assessment Department by managing logistics and supporting administrative functions.
Outside of his professional life, Aldo values time spent with his family. He enjoys being with his wife and two sons, embracing the importance of family and community in his everyday life.
Mario Gaona

Mario Gaona has been with the United Independent School District since 1997, currently serving as an Administrative Assistant in the Instructional Accountability/Student Assessment Department. In his role, Mario is responsible for maintaining and updating the department’s databases, ensuring that student assessment data is accurate and up to date. His work supports smooth daily operations, aiding the department’s ability to track student progress efficiently.
Mario’s key skills include proficiency in Excel, FileMaker Pro, and other database management systems. He assists his team by managing data entry, organizing records, and helping to streamline data processes. With over two decades of experience, Mario’s organizational skills and attention to detail contribute significantly to the department's efficiency. His dedication ensures that the department operates smoothly and that accurate data is readily available to support decision-making across the district.
