Abstract:
An important component of the work of electronic libraries in modern higher education is information-bibliographic activities, which are aimed at promptly satisfying information needs for modern users, effective use of the accumulated documentary potential, and document processing. Today, information-bibliographic services are experiencing a powerful impact of digital technologies more than any other type of library activity and therefore, under their influence, they are intensively changing and making their work innovative. With the introduction of Internet technologies into library practice, the priority areas of work have become the creation of electronic archives of scientific publications by scientists of higher education institutions, reference and bibliographic service for remote users, the formation of bibliographic databases using the «Virtual Reference» service – institutional repositories, etc.
Bibliographic activity is a branch of documentary and information work that satisfies the needs in bibliographic information, that is, it is a comprehensive provision of documentary information needs, which is carried out for scientific, auxiliary, educational or other purposes by libraries and other public institutions in the system of documentary communications. Today, there is a certain level of international competition in the training of specialists in various fields of science and their intellectual potential. In the library industry, the scientometric platforms Copernicus, Scopus, Web of Science are becoming a mandatory condition for posting the scientific achievements of postgraduate students, teachers, scientists, and management personnel of the library community. This is a determining factor in the constant development of information resources, contributes to the improvement of the professional skills of the authors of articles, the growth of the scientific potential of higher education institutions, transparent competition among specialists, which ensures the development of education, pedagogy and psychology.
The definition and content of the information and analytical activities of the library are revealed through an understanding of the components of «analytical» and «informational». This is confirmed by the fact that it provides an opportunity to determine the principles of information analytics – the combination of analytical methods of activity and informational into one technological process of information and analytical support.
The issue of the development of university libraries is constantly in the focus of attention of practitioners and librarians in the library and information sphere. Publicly available resources and innovative services, competent staff, openness and friendliness of the institution serve the educational community, forming the attitude of partners and the public towards it. The image of the library affects the awareness that thanks to the library, the university can better and more effectively achieve its goals in the areas of education, research and teaching, and partnership. The use of electronic information resources is of great strategic importance for the development of the educational potential of library users. The priority of each library of an educational institution should be the creation of its own information resources and the provision of remote access to information resources to users.
