1. THE INSTITUTIONAL CONTEXT

Over the past decade, the University of California continued to perform its academic mission despite mandates from the State for increases in undergraduate enrollment. This has created fiscal challenges for individual campuses due to inadequate State support.

UCSD Administration has addressed this state mandate for growth with an aggressive enrollment strategy.



Between 2012 and 2019, UCSD added more than 10k new students, going from 28,294 to 38,736.

Growth has not been equally distributed across the system, placing added pressure on institutions like UCSD.

The largest area of growth in student enrollment has been international students, which have been targeted as one of several “revenue opportunities”.

While we celebrate the expansion of the University of California’s reach, we would expect the growth in student enrollments to be matched by investments in student-facing services and educational support. The available data suggest that this may not be the case.
