In September 2000, international leaders participating in the United Nations Millennium Summit initiated the Millennium Project, yielding eight goals aimed at improving the lives of all. The second goal, achieve primary education for all, involves more than promoting universal attendance - it requires that all students have meaningful opportunities to develop basic skills in reading and mathematics.
Penelope Collins has supported this initiative in her work with agencies such as the World Bank, USAID, Research Triangle International, and FHI 360. This work includes supporting the development of Early Grade Reading Assessments in South Africa; evaluations of Early Grade Reading Assessments in countries such as Haiti, Jordan, and Zambia; and examining and providing recommendations to strengthen primary grade reading curriculum in Ghana.
