1. The library shall be developed to the fullest extent to ensure the provision of efficient and quality service to the users.
2. The library shall have a collection of the latest books and shall subscribe to electronic resources in different university programs as required by the Commission on Higher Education.
3. The library shall be managed by qualified librarians and staff.
4. The library shall be completely computerized.
5. The physical structure of the library shall be periodically upgraded to continually provide an aesthetically pleasing environment conducive to learning.
All libraries have uniform sets of library collections except for the College of Law Library. Being a university library, all library collections are arranged by the Library of Congress Cataloging Classification.
All libraries should be composed of:
1. Circulation – general books that cover all subjects being offered by the university
2. General References – books that contain all forms of knowledge and serve as primary resources. Examples of these are: encyclopaedias, dictionaries, almanacs, yearbooks, etc.
3. Filipiniana or Rizaliana Collection – books and other resources about the Philippines or about the life and works of Rizal
4. Fiction Section – fiction books or novels for leisure reading
5. Special Collections – books that serve special references. It may also be a group of books donated by a single donor that is shelved together for ease of access. Examples of these books are: Foreign language collections, Caloocan City local history collection, etc.
6. Theses and Dissertations – undergraduate and graduate theses for academic references
7. Audio-Visual resources – such as but not limited to: CDs, recordings, maps, globes, etc.
8. Periodicals – composed of magazine subscriptions, newspapers, journals, etc.
9. Reserved Collection – books and other library materials of great value that may or may not be loaned outside the library
10. Internet/Online resources and E-books – composed of online resources such as books and journals
To access library services, all users are required to register, renew, and validate their library accounts. Only verified accounts with valid library IDs are authorized to make use of the library's resources. In instances where a library ID is not present, the student's currently enrolled registration form (RF) may serve as a valid alternative.
All students are allowed to borrow a maximum of 5 books depending on their availability. Faculty members and administrative personnel are allowed to borrow a maximum of 10 books following the dates of return. Users may renew the books for a maximum of 2 consecutive times provided that books are not overdue during each return.
The Library Department may request the return of a checked-out book/s before its initially specified due date when there is an urgent need for the said material
The City Government of Caloocan abolished the collection of any fees from the students in support of free education for all. However, certain disciplinary measures are to take place in the event of a breach of library policies. The student may choose among the penalties listed below and agree to render the sanction by signing the Library Sanction Form.
1. The libraries are primarily for the use of the students, faculty, and alumni of the University of Caloocan City. However, since it is a state university, the libraries also cater other visiting researchers from other schools or universities.
2. The book collection, periodical subscription and electronic resources shall be procured according to the needs of all library users.
3. The library committee shall guide and assist the librarian in developing the library.
4. The libraries shall be guided by a procedural manual that describes the order of functions for their day-to-day transactions
5. Proper rule of conduct as applied by the university shall govern behavior in the libraries.
6. The provision of amenities and benefits shall not interfere with the normal operations of the libraries. Therefore, the immediate priority will always be the procurement of library collections.
At par with the vision, mission and goals of the university, the following criteria are given importance in selecting library materials:
1. Library materials shall support and adhere with the educational goals and curriculum of the university.
2. The library materials should have significance to a particular subject matter.
3. The information provided should be accurate.
4. Library materials recommended and used by the faculty, the students, and the library committee shall be prioritized to be included in the collection.
5. The information provided should be timely and up-to-date.
6. Materials other than book form that are cater to the requirements of program offerings shall also be collected.
7. Award-winning books and books written by reputable authors (foreign and local) will be given priority to be included in the collection.
9. Materials that will enhance students’ achievement and critical thinking will also be included in the collection.
9. Materials in which the contents focus on core subjects are highly required to be included in the collection.
10. Lastly, additional materials that will teach students important lessons and development of their well-being are also encouraged to be added in the collection.
