In September 1948 (Year 37 of the Republic of China), approval was granted to establish a branch classroom at the present site of Tianwei Elementary School. The school served six surrounding villages—Futian, Xinxing, Beizhen, Nanzhen, Xinsheng, and Muyi—which together formed its designated catchment area. At that time, the school enrolled students up to the fourth grade and operated a total of seven classes.

In March 1949 (Year 38 of the Republic of China), the school was officially approved as an independent institution and named Nanzhen Elementary School of Tianwei Township, Changhua County. The campus was established in Nanzhen Village, located south of Guangfu Road.
