The I&RS process is the process New Jersey makes sure that all children get what they need. It creates a safety net to ensure that children don't fall through the cracks by asking educators to document attempts at supporting children who display academic and/or behavioral need BEFORE they are referred to Special Education for an evaluation. Why? Because some children need support, but they are not necessarily displaying a need that meets criteria for Special Education classification.
The child's teacher, parent/guardian, nurse, principal, and/or school counselor can make a referral on behalf of the student to the I&RS team.
