The Highly Talented Individual Change (HTIC) Online Program is organized by Hawaii Tokai International College and Tokai University. Tokai University is a pioneer in the internationalization of higher education. This unique program will take place at a college (online) in the United States and aims to help participants improve their English skills as well as acquire practical job-related knowledge.

The Tokai University Pacific Center a.k.a. Hawaii Tokai International College (HTIC), the venue of this program, is one of the overseas institutes in the Tokai University Educational System (TES). HTIC is the only accredited two year junior college in the United States whose operations are handled by a Japanese private educational institution. The size of this college is small compared to other institutions, but HTIC has been offering English as a Second Language (ESL) programs for international students since 1992 and has all of the functions necessary for this staff development program such as student affairs, personnel, fiscal, general affairs, receiving international students and sending students abroad, student housing, visa section and international programs. Within this environment, we strongly believe that HTIC can offer a highly efficient and effective program.

Program participants will be able to share information or discuss problems and issues they face on a daily basis.
