To compete in the international speech contest, the contestant must be a paid member of a club in good standing and have earned certificates of completion in  Pathways Level 1 and 2 or DTM.  District officers and other individuals in certain roles are not eligible to compete.  Please confirm the rulebook in advance.

To compete in the Japanese Speech Contest, the same rule for the International Speech Contest applies.  (General Rules, 1. Speech Contest Policy)

国際スピーチコンテストの出場資格は、アクティブクラブに所属し、会費支払い済みの会員であること、かつPathways Level2完了認定証またはDTM認定を受けている方が出場できます。但し、District役員および特定の役割を担っている方は出場できませんので、必ず事前にルールブックをご確認ください。

日本語スピーチコンテストは国際スピーチコンテストのルールが適用されますので（一般規則　1. スピーチコンテストポリシー）、出場資格は上記の通りです。

The evaluation contest is open to all members of clubs in good standing who have paid the membership dues. Unlike International Speech Contest, there is no requirement for the Educational Award (certification of Pathways Level 2 completion or DTM). For the Chief Judge, refer to the rulebook (General Rules 2.Eligiblity D). 1. At a club contest, be a paid member. At an area contest and above, be a paid member who have completed CC6 or Pathways Level 2.

All paid member can be the Contest Chair, including the district officers (e.g. area directors and division directors), except for the following. 

Please note that candidates for elected District leader positions (DD, PQD, CGD and Division Directors) for the term beginning the subsequent July 1 are ineligible to serve as a contest official or as a test speaker at the Area Division, or District level.  Candidates are those who submitted their application to District Leadership Committee (DLC).

審査員長についてはコンテスト規則（一般規則 2.出場資格 D.）を確認してください。クラブコンテストにおいては、会費納入済みの会員であることが条件です。エリア以上のコンテストでは、Pathwaysレベル1,2を修了済もしくはCCマニュアルで6以上のスピーチプロジェクトを達成していることが条件です。

コンテスト委員長についてはアクティブ会員であること以外の制限はありません。エリアディレクターやディビジョンディレクターもコンテスト委員長を務めることが可能です。

但し、７月から始まる新年度のディストリクト役員のうち、選挙で決まる役職（DD, PQD, CGD, Division Directors）の候補者は審査員長、審査員、同点決勝審査員を含むコンテスト役員、およびテストスピーカーをエリア・ディビジョン・ディストリクトレベルのコンテストで務めることはできません。候補者とは、ディストリクトリーダーシップ委員会（DLC）に申請した人を指します。

Please refer to the rulebook (General Rules 3. A.).  Each club in good standing is permitted to choose its contestant for each Area speech contest by whatever means the club desires (e.g. self-nomination, by "rock-paper-scissors", the Best Evaluator at a regular club meeting, etc.).  If the club decides to hold a contest, they must comply with the rulebook.

コンテスト規則（一般規則 3.A.）のとおり、クラブ内でエリアコンテストの出場者を選抜する際、その選抜方法はクラブの裁量によります。つまり、どのような決め方でも構いません（挙手、じゃんけん、通常例会のベスト論評賞など）。ただし、コンテストを開催する場合は、コンテスト規則集に従う必要があります。

Please refer to the rulebook (General Rules 5. M. 4). It is okay to have two contests and announce the winners of both contests at the end, as long as the first contest has been officially adjourned before the second contest starts.  (By officially closing the first contest, the window forthe winners will not change due to protests

コンテスト規則（一般規則 5.一般手順 M.4.）により、最初のコンテストの閉会を宣言した後に次のコンテストを開始すれば、両コンテストの受賞者発表を最後にまとめて実施することが可能です。（正式に閉会することにより、抗議等の受け付けも終了するので、順位が変動することがなくなるからです。）

For tally counters, the tallies from two counters will be confirmed that the results are same. SAA can be handled by one person. In rulebook, the numbers of tally counters (two), Timers (two), and Judges (more than 5) are determined. To keep fairness, the tallies should be confirmed by two or more people.

If possible, it's better to have backup person, who can be an alternate of who have some sudden trouble.

Tally counter = 公平性を期すために両名ともが同じ計算結果になるかの確認を行います。SAAの人数に規定はありませんので1名でも構いません。

人数が定められているのはTally counter (2名）、Timer(2名)、Judge（5名以上）です。Tally counterは公平を期すためにも、複数の目を持って審査用紙を確認すべきです。

可能であればバックアップ担当者（誰かの接続が途切れるなどの緊急事態が発生した時に、どの役割でも引き受けられる人）などを設置しておくと安心でしょう。

In the contest at the Area level or above, it is not alowed to hold two of following roles at the same time: contest chair, chief judge, judge, tie-breaking judge, timer, SAA, counter. Specific time is not written in the rulebook. We can determine reasonable time considering with total time of the contest and number of contestants. 

(In District 76 this year, the time limit will be 2 minutes in the area-level Contest and above.)

quote: If a contestant loses connection during the contest but is able to regain connection, they should pick up their speech at the point where they left off. The contest chair can indicate the last word or sentence that was heard so they know where they lost connection.

Remember when the audio / video was interrupted in case the contestant was disconnected during the speech.

ベストプラクティス該当箇所の引用：「出場者がコンテスト中に接続を失ったが接続を回復できる場合は、中断した箇所からスピーチを再開する必要があります。 コンテスト委員⻑は、出場者がどこで接続を失ったか知ることができるよう最後に聞いた単語や⽂を⽰すことができます。」

出場者がコンテスト中に接続が切れるといった事態に備え、音声・映像がどの時点で途切れたかを覚えておきます。

To avoid the risk of wrong address/miss-sharing, e-mail would be the best and the most popular way. 

As for the way to collect the ballots , it is only written that "Inform judges of the process for submitting the ballot." in the best practice. It is recommended to use the most familiar and the less risky tool, discussing with judges. 

Apart form the ballot collecting tool, It is also recommended to have another tool that the chief judges can communicate with the chief judge and the contest chair. (Best Practice P4 "Share information about how judges can communicate with the chief judge, contest chair, or meeting moderator during the contest.")

In the contest, the officail ballot sheet must be used, and it is required that "Complete the entire ballot, then screenshot and crop the bottom section of the ballot and only send the screenshot" or "Complete the bottom section of the ballot and leave the scoring section blank and submit the entire file." (Best Practice p9)

Please use the tools that can identify the sender.If you want to avoid the risk of wrong address/miss-sharing, e-mail would be the best and popular way.

FYI, it is written "The top portion of the ballot is not provided to the ballot counters and must be discreetly discarded by the voting judge after the contest" in the Rulebook 5.K.2.a).

コンテストにおいては、トーストマスターズインターナショナルが定める正式な投票用紙を使用し、「1. 署名したのちに、1-3位の結果部分のみ（通常時に切り離して渡していた部分）を写真で撮影」もしくは「2. 編集可能PDFで、スコアをつけている部分を消したもの」を共有することが推奨されています。（ベストプラクティス日本語：P12）

間違いなく審査員本人が送ったことが確認できる手段を事前に意識合わせしておきます。

誤送信、誤共有を防ぐために、最もメジャーでリスクが低いツールとしては、メールが一般的です。

ちなみに、コンテスト規則（一般規則 5.一般手順 K.）に定められているとおり、投票用紙の上部は集計係に渡さず、コンテスト終了後に投票審査員が慎重に破棄しなければなりません。

The people who can make a protest are the ontestants and the judges.

The protest itself can be sent by email or chat. Send directly to the contest chair or the chief judge so that it is not visible to other participants.

異議申し立てができる人はコンテスタントと審査員です。

異議申し立て自体はメールやチャット（ただし他参加者には見えないようにコンテスト委員長もしくは審査員長へ直接送信）で行うことができます。

Any tools are OK, but it's a good idea to decide on the tools (email, LINE, phone, new Zoom, etc.) that the chair /the  judge / a person who protested can discuss most comfortably, then discuss the details.

When discussing online face-to-face, it is desirable to set a separate URL because there is a risk that others will see the protest if the URL is the same as the contest (breakout room, etc.).

どのようなツールでも構いませんが、コンテスト委員長／審査員長／異議申し立て者が最も快適に話し合うことのできるツール（メール、LINE、電話、新規Zoom等）を決めてから詳細を話し合うと良いでしょう。

なおオンラインでface to faceで話し合う場合、コンテストと同じURL（ブレイクアウトルーム等）だと他者から異議申し立ての様子が見えてしまうリスクがあるため、別途URLを設定することが望ましいです。
