Q&A's from the sessions held on 10/13 (Thu) and 10/17 (Mon) that need to be supplemented are listed below. The most common topic, "network disconnection", can be found in the middle section.

We would like to express our respect to the contest officials for their efforts to make sure that contestants enjoy participating in the contest while ensuring the fairness of the contest by reviewing the rules to the best of their ability.

The decisions of the Chief Judge at each contest level are final and must be respected.

1. What will the SaA who monitors the contestants do when s/he becomes suspicious of a contestant's behavior in the breakout room?

• Both audio and cameras will remain on in the breakout room. If the SaA become suspicious (e.g., hands/shoulders moving, listening to something, etc.), s/he will instruct the contestant to stop the behavior. If the contestant does not stop even after being cautioned, the SaA shall report the violation to the Chief Judge when the ballots are counted. (WHQ comment: While this is not grounds for disqualification, the Chief Judge and the rest of the committee overseeing the contest can decide what action to take. This is luckily not a common occurrence, but it is a great learning and leadership opportunity for the committee.)

2. Can the club name of the contestant be included in the name on Zoom?

• In light of the intent of the rulebook's Contest Checklist p24 "Do not mention the name or location of the speaker's club...", the club name shall not be displayed.

3. If I serve as a contest officer in one contest, does that disqualify me from competing in other contests? (Rulebook: p.7, 2. Eligibility , C. 7.)

• Voting judge, tiebreaking judge or chief judge cannot compete in the same type of contest at the area level or above.

• Contest officials may not compete in contests in which they serve as officials, but may compete in other contests in which they do not serve as officials, even if they are of the same type.

• Educational session presenters, a contest chair, a contest MC, and the event chair at the event that include the contest are not allowed to compete in the contest. The only event in District 76 that falls under this category at the moment is the Annual Conference in May.

4. Is mentioning another contestant's name during a evaluation subject to protest? (Rulebook: p.9, 4 Speech Subject and Preparation, E.)

• It is subject to protest as the rulebook says "Contestants must not reference another contestant, or a speech presented by another contestant...."

Network Disconnection during the Contest

It is the responsibility of the contestant to ensure the online connection and to confirm the quality during the briefing.

5a. What if the test speaker is disconnected during his or her speech?

• The contest chair waits for the test speaker to reconnect, then tells the speaker where to resume the speech.

• If the test speaker delivered her/his speech longer than 4 minutes and 30 seconds, disconnected and does not reconnect, the speech is assumed to be complete and the contest chair proceeds to 5 minutes of evaluation time.

• If the test speaker does not reconnect and the speech did not exceed 4 minutes and 30 seconds, the contest should be postponed in accordance with the Online Speech Contest Exception. However, if there is an alternate speaker, the contest can resume with the new speaker from the introduction of the test speaker

5b. What if the contestant is disconnected during the test speech?

• Contest continues. The contestant will evaluate based on what s/he has heard.

5c. What if the contestant is disconnected during the evaluation speech? (how to time the speech and disconnection / when the extra 30 seconds is considered)

• Timing begins with the contestant's first definite verbal or nonverbal communication with the audience.

• Chief Judge confirms that the contestant's line has been disconnected and instructs Timer to stop timing the speech. At the same time, Chief Judge instructs Timer to start timing the disconnection.

• Chief Judge confirms that the contestant has returned to the main room and instructs Timer to stop timing the disconnection.

• Contest Chair confirms if the contestant is ready to continue and instructs where to resume the speech. Timing begins with the contestant's first definite verbal or nonverbal communication with the audience and ends at the end of the speech.

• In case of multiple disconnections, the total disconnection time shall be measured. If the total exceeds 2 minutes, the contestant's speech shall be considered finished and Contest Chair shall move on to the next contestant.

Timer will submit both the speech time and the disconnection time to the Chief Judge. Contestants with disconnections will be given an extra 30 seconds, so they will not be disqualified if their speech time is 4 minutes or less. If the total disconnection time exceeds 2 minutes, the contestant will be disqualified as time over.

Timers should be prepared to time the total evaluation speech and the total time of the disconnections (e.g., two stopwatches, or use stopwatch laps).

5d. If a contestant in the waiting room is disconnected during the evaluation contest?

• Disconnection will result in disqualification, as contestants are not allowed to return to the waiting room during the evaluation speech and proper supervision will be impossible. (Contestant is not present.)

5e. What if the SaA who is monitoring the contestants is disconnected in the waiting room?

• Contest continues. Monitoring of the waiting room will be left to the good will of the contestants. The SaA will return to the waiting room when possible (e.g., between evaluations).

5f. What if the contestant is not disconnected but frozen during the evaluation speech?

• If the time is clearly exceeded, but the contestant is frozen and cannot be contacted, the Chief Judge will judge the contest as being completed with the evaluation speech and declare such. Upon the declaration, the Contest chair (" Contest MC") will proceed with the contest.

10/13(木)および10/17(月)に開催したQ&Aセッションで挙がった内容で補足が必要なものを掲載します。最も多かった「ネットワーク切断」に関するQ&Aは中段以降にあります。

コンテスト役員は可能な限りルールを確認し、コンテストの公平性を担保しつつコンテスタントが楽しんで参加できるよう努力されていることに敬意を表します。

各コンテストレベルにおける審査員長の決定は最終であり、尊重されなければなりません。

１．コンテストの待合室（ブレイクアウトルーム）で、監視役の会場係がコンテスタントの行動に不審を抱いた場合

• 待合室では音声・カメラ共にオンの状態を維持する。会場係が不審を抱いた場合（手・肩が動いている、何かを聞いている等）は止めるよう注意する。注意しても止めない場合は、投票集計時に審査員長に反則があった旨を報告する。（国際本部回答：これは失格の理由にはなりませんが、審査員長とコンテスト委員会（運営役員）はどのような行動を取るべきかを決定することができます。幸いにもこのようなことはあまりありませんが、委員会にとっては大きな学習とリーダーシップの機会になります。）

２．スピーカー（今回は論評コンテスタント）のクラブ名をZoomの名前に含めて表示して良いか

• ルールブックのP24コンテストチェックリスト（クラブの名前や所在地を話題に出さない）の趣旨を鑑み、クラブ名の表示はしない。

３．あるコンテストでコンテスト役員を担う場合、他のコンテストに出場できなくなるか？（ルールブック：p.７　２．出場資格　C.7. ）

• 審査員・審査員長・同点審査員は、エリアレベル以上の同じ種類のコンテストには出場できない。

• コンテスト役員は、役員を担うコンテストには出場できないが、役員を担当しない別のコンテストには同種であっても出場できる。

• コンテストを含むイベントでの教育セッションプレゼンター、コンテスト委員長、コンテストMC、イベント委員長はコンテストに出場できないが、ディストリクト76でこのイベントに該当するのは今のところ５月の全国大会のみ。

４．論評中に他のコンテスタントの名前を言うことは抗議の対象になるのか？（ルールブック：p.９　４．スピーチのテーマと準備　E.）

• ルールブックでは「別の出場者、または別の出場者が発表したスピーチについて言及できない」となっているので、名前を言及することは違反となる。

コンテスト中のネットワーク回線の切断について

オンライン接続状況の確認はコンテスタント自信の責任で担保し、ブリーフィング等で確認をお願いします。

５a．テストスピーチ中に、テストスピーカー自身の回線が切断した場合

• テストスピーカーの復旧を待ち、切断前のスピーチ部分をコンテスト委員長が教え、続きから再開する。

• テストスピーカーが復旧しない場合、スピーチが４分３０秒を超えていればスピーチが完了したこととして論評時間の５分に進む。

• テストスピーカーが復旧せず、スピーチが４分３０秒を超えていない場合は、コンテスト特例の「コンテスト注に技術的な不具合が生じた場合」の処置に基づきコンテストは延期となる。ただし、代替のスピーカーがいる場合は交代し、スピーチの紹介からコンテストを再開する。

５b．テストスピーチ中に、コンテスタントの回線が切断した場合

• コンテストは継続。コンテスタントは聞いた範囲で論評する。

５c．論評スピーチ中に、そのコンテスタントの回線が切断された場合　（論評時間の計測および30秒追加ルールのタイミング）

• 最初の発生または声以外の語りかけでスピーチ時間の計測を開始する。

• 審査員長がコンテスタントの回線が切断したことを確認し、時間計測を停止するよう計時係に指示することによりスピーチ時間が停止する。同時に、審査員長は切断時間の計測開始を指示する。

• コンテスタントがオンラインに復帰したことを確認した上で、審査員長は切断時間の計測を止めるよう計時係に指示する。

• コンテスト委員長はコンテスタントが準備できていることを確認し、論評スピーチの開始地点を伝える。そこから最初の発生または声以外の語りかけでスピーチ時間の計測を再開し、スピーチ終了まで計測する。

• 複数回切断した場合は、切断時間の合計を計測する。合計が2分を超えた場合は、そのコンテスタントのスピーチは終了したものとみなして次のコンテスタントに進める。

計時係はスピーチ時間と切断時間の両方を審査員長に提出する。切断があったコンテスタントには追加の30秒が与えられるため、4分以内であれば失格にはならない。切断時間の合計が2分を超えている場合はタイムオーバーとして失格となる。

計時係は、合計の論評スピーチ時間と、切断の合計時間を計測できるように準備してください（ストップウォッチを２つ用意する、またはストップウォッチのラップを使う等）。

５d．論評コンテスト中、待合室にいるコンテスタントの回線が切断した場合

• 論評スピーチ中は待合室に復帰することができず、適切な監視が不可能になるので、切断した場合は失格となる。（コンテスタントの不参加）

５e．コンテスタントの待合室で、監視役の会場係（SaA）の回線が切断された場合

• コンテストは継続。待合室の監視はコンテスタントの善意に委ねる。会場係は可能なタイミングで（論評の合間等）待合室に復帰する。

５f．論評スピーチ中に、コンテスタントの回線が切断してはいないが、フリーズしている場合

• 明らかに時間が超過しているものの、フリーズしていて連絡が取れない場合は、論評スピーチが終了しているものと審査員長が判断し、それを宣言する。その宣言を受けてコンテスト委員長（コンテストMC）はコンテストを進める。
